(913) 682-1176 (I) This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in the Federal
Acquisition Regulation (FAR) Subpart 12.6, as supplemented with
additional information included in the notice. This announcement
constitutes the only solicitation; quotations are being requested and
written solicitations will not be issued. (II) This solicitation is
issued as Request for Quotation (RFQ) 132-0021-8. (III) This
solicitation document and incorporated provisions are those in effect
through Federal Acquisition Circular (FAC) 46. (IV) This solicitation
is 100% set aside for small business. The Standard Classification Code
(SIC) is 4812, with a size standard of 1500 employees. (V) Line Item
#1: This building will be in compliance with the Bureau of Prisons type
"A" security enclosure. Walls: Precast concrete minimum 4" thick 3000
psi (minimum) with no. 4 bars 8" o.c. each way. Exterior wall finish
shall be exposed aggregate texture of a generally brown shade.
Roof/Ceiling: Minimum 6" thick 3000 psi concrete with no. 4 bars 8"
o.c. each way, roof pitched 1/8" per foot. Cast in place concrete slab
shall be structurally designed for snow/ice loading and withstand
falling ice from a 150 foot antenna tower. Floor: Waffle style base,
minimum 6" thick 3000 psi concrete with no. 4 bars 8" o.c. each way.
Provide lifting points at each corner integrated into steel skid
framing of the equipment shelter to minimize twisting or other
potential damage during the transporting and building set up on site.
Interior: Insulation shall be R-14 or greater for the climatic weather
in this area. Interior walls and ceiling shall be 3/4 plywood for
mounting equipment on. Door: The entry door shall be 4' 0" x 7' 0", 2"
thick, 12 gauge frame and door with high detention grade hinges. The
door shall be fitted to accept a Folger Adams series 86-6 lock. The
lock will be provided by the government. Electrical: The electrical
load center will be provided and installed by the government. Interior
and exterior lighting will be provided and installed by the
government. HVAC: Provide two 2 ton exterior vertical mounted cooling
units with built in economizer package and 4 kw heat strips with
electronic thermostat. Power requirements shall be 220 volts ac single
phase. Provide a lead-lag timer for equal wear and redundancy. Provide
a thermostatic controlled ventilation system with one motorized intake
louver and one exhaust fan with a gravity louver. Both intake and
exhaust shall have exterior hoods with debris screens. Structural
opening: Provide four 5" sleeve openings for antenna waveguide and
heliax. Provide one 3" sleeve opening for electrical service entrance
and one 1" sleeve opening for exterior lighting. (VI) Delivery to be
made no later than forty-five (45) days from receipt of order. Freight
may be F. O. B. Origin, but Destination is preferred. Delivery

Avenue, Leavenworth, KS 66048. (VII) Far provision 52.212-1,
Instructions to Offerors-Commercial Items (Oct 1995), is hereby
included by reference. The following are addenda to FAR 52.212-1: At
paragraph C, Period for Acceptance of Offers, offeror agrees to hold
the prices it is offering for sixty (60) calendar days from the date
specified for receipt of offers. At paragraph H, Multiple Awards, the
Contracting Officer has determined that multiple awards are not
applicalbe in this solicitation and is hereby removed in its entirety
for purposes of this requirement. (VIII) FAR provision 52.212-3,
Offeror Representation and Certifications-Commercial Items (June 1996),
will be completed and submitted prior to award. (IX) FAR clause
52.212-4, Contract Terms and Conditions-Commercial Items (Oct 1995),
hereby applies to this solicitation. The following is an addendum to
FAR 52.212-4: At paragraph G, Invoice, contractor shall submit invoices
to U. S. Penitentiary, Attn: Accounting Supervisor, 1300 Metropolitan
Avenue, Leavenworth, KS 66048. (X) FAR clause 52.212-5, contract Terms
and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items (June 1996), applies to this solicitation. The
