Headquarters Procurement Services, is issuing a solicitation for Energy
Savings Performance Contracting (ESPC) for the Northeast and
Mid-Atlantic regions. The Northeast region covers all federally owned
buildings in seven states; Connecticut, Maine, Massachusetts, New
Hampshire, New York, Rhode Island and Vermont. The Mid-Atlantic region
covers all federally owned buildings in Washington DC and the
following six states: Delaware, Maryland, New Jersey, Pennsylvania,
Virginia, and West Virginia. ESPC is a contracting method whereby the
contractor incurs the cost of implementing energy savings measures,
including performing energy audits, designing the project, acquisition
and installation of equipment, training of personnel and operation and
maintenance of equipment. In return the contractor will receive a share
of any energy savings directly resulting from the implementation of the
energy savings measures. The Government anticipates making multiple
awards of fixed price, Indefinite-Delivery, Indefinite-Quantity (IDIQ)
type contracts from this solicitation. Prospective offerors may
propose on either region or on both regions. Pursuant to the terms and
conditions of the Request For Proposal (RFP) and the resulting
contract(s), Delivery Orders will be issued for Government owned
facilities in their respective regions. For the purpose of initial
evaluation and award, there are two sites contained in the RFP for the
Northeast Region, they are; the U.S. Coast Guard Air Station in Cape
Cod, Massachusetts and the Leo W. O'brien Federal Building in Albany,
New York. There are also two sites contained in the RFP for initial
evaluation and award within the Mid-Atlantic Region, they are; the
National Gallery of Art in Washington, DC and the National Agricultural
Library in Beltsville, Maryland. In order to receive an award a
contractor must be listed on the DOE's Qualified List of Energy Service
Companies. The List and how to obtain an application for the Qualified
List can be foundon the Internet at

Classification (SIC) code for this acquisition is 8711. Any firm whose
average annual receipts for the last three years have not exceeded $20
million is considered a small business. This acquisition is
unrestricted. However, this acquisition is subject to Public Law 95-907
which established a National Policy that Federal Acquisition provide
maximum practicable opportunity for participation to Small Business
concerns owned and operation by socially and economically disadvantaged
individuals. This solicitation and any of its amendments will be issued
by electronic means ONLY. The solicitation and any amendments can be
