784-5826 The Marine Corps Systems Command (MARCORSYSCOM) is seeking
information on a Hose Reel System (HRS) for use with petroleum
distribution equipment in a tactical environment with the following
characteristics: The Hose Reel System will transport, store, lay and
retrieve 6-inch lightweight lay flat collapsible discharge hose. The
HRS will normally be mounted and transported on the Logistics Vehicle
System (LVS) MK 14, MK 17, MK 18 Rear Body Units or the 5 ton truck
with ISO bed. The HRS must be able to be handled by the Marine Corps'
Extendible Boom forklift (EBFL) and Tractor, Rubber, Tired,
Multipurpose (TRAM) with fork attachment. One HRS consist of 2 base
units, 2 power units (if not part of the base unit), one remote control
per power unit, 11 hose reels and one Accessories and Equipment
Package. The major characteristics and capabilities of this equipment
shall include, but is not limited to the following: (a) The HRS must be
capable of lay rates between 2 and 5 mph and of retrieval rates of no
less than .5 mph desired retrieval rate of 1.5 mph; (b) The HRS must be
able to operate on a side slope of at least 20 with 30 desired; (c) The
HRS must be able to lay hose even if the power unit fails; (d) Each
Hose Reel System will have an accessories and a ancillary equipment
package consisting of 4 couplings and fitting sets, 16 hose end clamps,
4 hose menders, 4 hose fittings with flange, 4 hose fittings with
camlock adapter sets, 4 6-inch hose clamps, 11 hose reel covers; (e)
The combined weight of one base unit with ancillary equipment, one
power unit and one hose reel with 2,400 feet of hose shall not exceed
10,000 pounds; (f) One entire Hose Reel System (2 bases, 2 power units,
11 reels, and one accessories and equipment package) must fit in 4
standard 8' X 8' X 20' ISO containers; (g) The HRS must interface with
the host vehicle without modification to the host vehicle. The HRS
shall use the existing attaching points on the host vehicle; (h) The
HRS will not require any special tools or test equipment; (i) The HRS
shall be designed for transport in either standard 8' X 8' X 20' ISO
shipping containers or mounted on the host vehicle, by water, rail,
ground and air transportation; (j) The HRS shall be designed so that
individual components are interchangeable; (k) The HRS remote control
shall allow the operator to control all HRS function from the ground
and up to 25 feet from the rear or side of the host vehicle; (l) The
HRS should possess human engineering within its design for safety; (m)
The base units must be able to handle full or empty hose reels and
must provide attachment points for the power unit; (n) The base unit
must be configured to be handled by Marine Corps rough terrain
forklifts with 6,000 and 10,000 pound lifting capabilities; (o) The
base unit, without hose reel attached, must be stackable and shall
provide the means for securing the accessories and ancillary equipment
and for securing the hose reel to the base unit during transport; (p)
Power for the HRS may be hydraulic or electrical, however, the source
of power must be from the host vehicle's 24 volt DC electrical system
without any requirement for an auxiliary supplemental power source;
(q) The power unit must incorporate a means to stop the rotation of the
reel when employing hose at or below 5 mph within one revolution; (r)
It is desired the weight of the power unit not exceed 210 pounds; (s)
The power unit must be capable of being exchanged, without the use of
hand tools, within 2 minutes in case of failure; (t) Each reel must be
able to hold a minimum of 2,400 feet of lightweight layflat 6-inch
inside diameter discharge hose; (u) The hose reel should not exceed
5,000 lbs when loaded with 2,400 feet of hose and must be capable of
being lifted by a forklift or crane when fully loaded with hose; (v)
The hose reels with hose shall be sized so that a minimum of three will
fit in a standard 8' X 8' X 20' ISO container; (w) Each hose reel will
have a cover designed to protect the hose and base unit from harmful
effects of weather associated with long periods of storage; (x) The
cover by design will be waterproof and resistant to condensation, fire,
mildew and ultraviolet damage; (y) The hose assemblies shall consist of
600 foot lengths of hose with attached couplings. One completely
coupled hose assembly shall be 2,400 feet long; (z) All hoses shall
have a minimum service life of ten years; (aa) The hose should be
collapsible to the maximum extent possible so that the hose will lay
flat when wound onto the hose reel efficiently; (bb) The hose shall be
compatible with turbine and diesel fuels; (cc) Each hose segment must
be capable of interfacing with Tactical Fuel Systems currently in use,
(dd) The couplings shall be designed so that the hose sections are
interchangeable; (ee) The hose clamps shall secure the hose to the
coupling; (ff) The clamps shall be installed without use of special
tools; (gg) The hose menders shall be designed for use in repairing the
hose; (hh) The flanges shall form a connection between hose ends and
the current Marine Corps 600 gpm pump intake/discharge manifold; (ii)
The adapter set consist of two adapters and each adapter shall be
reusable. The first adapter shall be designed to form a connection
between a female split clamp fitting and a male camlock fitting. The
second adapter shall be designed to form a connection between a female
camlock fitting and a male split clamp fitting. Interested companies
who have designed or can design such a Hose Reel System are requested
to submit capability (as a minimum) no later than 17 November 1997.
Capability statements/product literature should address the following:
(1) standard commercial agreements that describe the practices in
producing, distributing, and support commercial items, i.e., terms for
warranties, maintenance, packaging and marking; (2) delivery
schedules; (3) and, (3) business size and status. Interested sources
