Hueneme is issuing this "Sources Sought" synopsis to determine the
extent of Small Business firms'interest in the following transaction:
Exchange twenty-five (25) each, 750 kW (4160VAC/130Amp) post-Vietnam
era self- contained Mobile Utilities Support Equipment (MUSE)
Generators containing Electro-Motive Division (EMD) 12-645E1 engine
assemblies with associated switchgear/ controls, spare parts and
software in "as is" condition for new,self-contained mobile power
plants complete with switchgear, auxiliary and control equipment. Each
new unit shall be fully self contained and packaged in an ISO
container, transportable by military Air Cargo craft (C-141, C-5A, C-7)
and over road via tractor trailer without special handling or permits.
Each new unit shall be capable of producing three phase power with a
prime rating in the 1000 to 2000 kW range, 4160 volts, 60 Hz, and
feature "black start" capability, operate stand alone, single unit or
in multiple units as the prime power or in parallel with a utility
(paralleled or isolated), provide automatic start/stop, automatic
paralleling, and allow for local or remote monitoring by Personal
Computer for real-time control of power systems. Spare parts, special
tools, and software shall accompany each new unit. Location of
Generators: Nineteen (19) of the twenty-five (25) Generators are staged
and can be inspected at the Naval Construction Battalion Center (NCBC),
MUSE Department, Code 13, Port Hueneme, California. Each of the
twenty-five (25) Generators consists of an EMD 12-645E1 engine and
Baylor generator. These units were originally produced by A.G.
Schonomaker and received a "zero- time" overhaul including switchgear
and controls under one of three contracts, N62578-86-C-6038 awarded to
Stewart Stevenson, Houston, Texas, and N47408-89-C-2011 or
N47408-92-D-3118 awarded to MCII Generator and Electric, Dallas, Texas.
All Generators are listed as Model Number 12-645E1, 750 kW, 4160 VAC,
60 Hz. Installation equipment consists of lifting slings, spare parts,
and software. A listing of spare parts quantities is
available;however, qualities and condition are unknown. Technical
inspection reports for these units are not available, however it is
noted several units have been staged, not deployed, since completion of
overhaul. Federal Supply Code is 6115. Standard Industry Code is 3621.
Small Business Size Standard is 1000 employees. Request responses not
