76 -- DIGITAL NAUTICAL CHARTS SOL NMA30198R0001 POC Contact Mitchell Feldman, Contracting Officer, 301-227-1904 Cancel previous CBD announcement under RFP number NMA30197R0300 and resynopsize as follows: The National Imagery and Mapping Agency (NIMA) has a requirement to produce Digital Nautical Chart (DNC) libraries. Performance requires digitizing/scanning of litho or film separates which are converted into topologically structured vector data, tagged with feature and attributed information, transformed to geographic referencing schemes, edge matched, and separated into tiles. Maintenance will require updating of libraries from hardcopy and/or softcopy Government Furnished Information. A DNC library has filed data covering both contiguous and non-contiguous areas in one of four chart scale bands: namely, Harbor, Approach, Coastal, and General. This effort encompasses NIMA's full inventory of nautical charts. Contractors will be required to prepare and deliver a final product on a 2.4 Exabyte magnetic tape in accordance with Military Standards for Vector Product Format. NIMA intends to issue multiple IndefiniteDelivery Indefinite Quantity (IDIQ) contracts to accomplish this production requirement. Each IDIQ contract awarded will be for the period of one year with four option years. The estimated number of total charts for the first year of this procurement is approximately nine-hundred (900). The minimum guarantee per contractor is to be determined. Firms having the capability and the desire to be considered must submit: 1. A completed Standard Form 254 (11/92 Edition), Architect-Engineer and Related Services Questionnaire. 2. A completed Standard Form 255 (11/92 Edition), Architect-Engineer and Related Services Questionnaire for Specific Project, and any requested supplemental data to the procurement office stipulated herein. Only SF254s and SF255s received in this office within the allotted CBD response time will be considered for selection. Following an initial evaluation of the qualification and performance data submitted, four or more firms considered to be highly qualified to perform the services required will be chosen for negotiation. Selection of firms for negotiation will be based on demonstrated competence and qualifications in the following criteria which are numbered in the order of importance: 1. Past performance on Digital Nautical Chart or like Vector Product Format (VPF) production, or similar Geographic Information Systems production contracts with Government agencies and/or private industry. All performance will be evaluated in terms of quality of work, and compliance with performance schedules. (Government in-house past performance data, if available, will be used for verification purposes.) 2. Specialized experience and technical competence in the type of work required to include the following: (a) Detailed description of production flow with identification and description of all key steps (include detailed flow diagram); (b) List of personnel by skill level and availability to this project (include resumes); (c) Description of all proposed equipment and availability to this project; (d) Quality control plan to include in-process and final validation; and (e) Management plan to include span of control and training plans. 3. Capacity to accomplish work under this contract. State the number of charts that can be extracted, attributed, edited, converted to VPF, and validated per month. The three evaluation factors must be addressed in Block 10 of the SF255. Firms must submit FIVE (5) copies each of the SF254 and SF255. All responsive and responsible offerors will be considered.
