743-6546 The Indian Head Division, Naval Surface Warfare Center has an
interest in proposals related to reducing the overall manufacturing
cost of shaped charge munitions. Technologies should be mature, and
commercially available to allow transition to weapon system acquisition
within a three to five year period. Specific areas of interest are:
modeling, simulation, and design; ingredients (energetic and inert);
processing techniques; and recovery/recycle/reuse technology. Proposals
will be accepted until 30 September 1998. To be considered for award,
the full proposal must be received by Indian Head by the time and date
indicated above. Proposals submitted under this BAA could be
considered for award at anytime up to 12 months after the closing date
of this announcement if funding is available. Proposed work should
have a base period of performance not to exceed twelve months, but may
include multiple phased options that could extend beyond the initial
period of performance. No award can be made without a proposal to
perform a specific effort within an estimated cost and schedule. Any
interested offeror is required, to submit a white paper synopsis of the
planned proposal including a rough cost estimate. White papers should
address the selection criteria wherever possible. The white paper
should not exceed ten (10) pages. It is expected that Indian Head
technical review will be complete within 2 weeks of white paper
receipt. The company will be contacted and provided feedback on the
Navy's level of interest in the proposed project. Based upon the
provided feedback, offerors can decide whether to continue the
preparation of the full proposal for the described project. The
following four sections shall be addressed in the full proposal: a.
Executive Summary b. Technical Objective/Approach c. Management
Approach d. Cost/Funding Estimate Evaluations will be conducted using
the following evaluation criteria: 1. overall technical merits of the
proposed effort; 2. understanding of the requirements and the technical
and scientific innovation and risk to solve the requirements; 3.
offeror's capabilities, related experience, and facilities that
contribute to the success of the proposed effort; 4. experience and
background of the principle team members; and 5. proposed costs and
fees. Technical considerations will be given greater weight than cost
in the selection decision. The Government reserves the right to select
any, all, a part of, or none of the proposals received in response to
this announcement. All proposals submitted under this announcement
shall be considered Government property. The Government may require
unlimited data rights for work performed under resulting contracts. The
magnitude of the effort and number of contracts awarded will depend
upon availability of funds and shall be solely at the descretion of the
Government. This announcement solicits the participation of all
offerors capable of satisfying the Government's needs. The Government
will not cover any costs associated with proposal preparation, nor pay,
as a direct expense preparation expense on awarded contracts. Direct
