AMCOM proposes to acquire on an other than full and open competitive
basis, the engineering and support services for the Comanche Portable
Cockpit (CPC). The proposed contract will be a requirements contract
with a period of performance of one year with a one year option. Orders
issued under this contract will be priced using a time and materials
(T&M) methodology. The maximum value of each year is $1 million and a
maximum contract value of $2 million. This acquisition is being
procured under the authority 10 U.S.C. 2304 (1), as implemented by FAR
6.302-1. Only one responsible source and no other services will
satisfy agency requirements. Boeing Sikorsky Comanche Team (A Joint
Venture) developed and designed the CPC to meet the specific
requirements of the Army. In addition, they have continued to develop
improvements to the CPC. Through this extensive experience Boeing
Sikorsky has acquired unique technical expertise and corporate
knowledge with regard to the CPC which are not contained on any
technical documentation that could be transferred to another support
