notice of intent to contract. The Lasers and Imaging Directorate, Laser
Systems Division of the Phillips Laboratory intends to contract for The
Advanced Laser Device and Effects Research Support (ALDERS). The
objective of this contract is to support the operations of the Phillips
Laboratory's in-house laser development and laser vulnerability effects
testing programs including: the preliminary design, limited
fabrication, installation, modification, management, operation,
maintenance, and documentation of laser devices and systems as well as
test planning, test performance, and data analysis of all laser
devices and laser systems testing. The preliminary design, development,
modification, limited fabrication, installation, calibration,
alignment, maintenance, repair, documentation, and operation of
components, test equipment, diagnostics equipment, and instrumentation
is also included in the scope of this acquisition. This effort also
encompasses the development, modification, maintenance, documentation,
and implementation of computer codes. In addition, the acquisition of
test samples, specialized test equipment, software interface
development, and data acquisition as well as the generation of
drawings, interface control documents, quality control document; and
the management of laser facilities and laboratories is within the scope
of this effort. The total effort required for each facility serviced by
the ALDERS procurement and the approximate percentage (%) breakout of
effort required for each facility: Chemical Laser Facility (CLF)-66%;
Laser Effects Test Facility (LETF)-21%; Laser Sciences Laboratory
(LSL)-9%; Electric Laser Facility (ELF)-4%. This effort will be
performed primarily at Kirtland AFB, NM. The anticipated contract type
will be Cost Plus Fixed Fee (CPFF)-Completion. The length of this
effort is estimated to be 24 months for the basic contract and two (2)
twelve month options plus one month for contract completion for a
total of 49 months. For this proposedacquisition SIC 8711, size
standard $20 million applies. The selection of contract award will be
based on a technical and cost evaluation of your proposal to determine
the relative merit and probability of success of the approach taken in
response to the RFP. Your proposal should be prepared in accordance
with the guidelines in the instructions for preparing proposals in the
RFP. A page limitation will be imposed on the technical portion of
your proposal. This announcement does not commit the government to pay
for any proposal costs. The cost of proposal preparation in response
to the RFP is not considered an allowable direct charge to the
resulting contract. Full and open competition excluding participation
by foreign contractors will be used in this acquisition. It is
anticipated that the RFP will contain Organizational Conflict of
Interest clauses and provisions. The classification of the contract
will be SECRET, Sensitive Compartmented Information. Current Secret
Facility Clearances clearances will be required. Due to export control
limitations, potential contractors must be registered through the
Defense Logistics Support Agency in Battlecreek, MI (1-800-352-3572).
Dissemination of export controlled information must be according to the
provisions of DoD Directives 5230.24 and 5230.25 and AFR 80-34. This
solicitation number for this effort is RFP F29601-97-R-0031. The
estimated RFP release date is O/A 29 Oct 97 and closing date is O/A 1

been appointed to hear concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The purpose
of the Ombudsman is to receive and communicate serious concerns from
potential offerors when an offeror prefers not to use established
channels to address concerns during the proposal development phase of
the acquisition. Potentials offerors should communicate first with the
Contracting Officer to request information, pose questions, and voice
concerns before contacting the Ombudsman. In those instances where
