Robert D. Kovach, rkovach@hq.nasa.gov. NASA/HQ issues this annoucement
as a Request for Quotation (RFQ) for Newspaper and News Service
monitoring services. This annoucement is the RFQ, no other printed
requests will be issued. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). NASA/HQ intends to purchase
the items from Dow Jones & Company, Inc. Only one responsible source 10
U.S.C. 2304(c)(1) or 41 U.S.C. 22253(c)(1). Dow Jones is the only
information service that provides online and Web access to a special
combination of sources: full text, same day coverage of all editions of
The Wall Street Journal, The Asian Wall Street Journal, The Wall Street
Journal Europe, the Los Angeles Times, The New York Times, the
Washington Post, the Financial Times of London, Emerging Markets Report
and real time Dow Jones Newswire. Dow Jones unique software allows for
search of 3,700 sources with a single click. The contractor will
monitor a unique combination of major newspapers and news services and
will make available articles and news releases of interest to NASA
which are reported by the news sources. The Media Services Division of
the Office of Public Affairs (OPA) will provide the contractor with a
list of the specific newspapers and news services to be monitored. The
list includes the weekday and weekend, as applicable, news reports of
domestic and offshore newspapers and international news services. The
Government intends to acquire a commercial item using FAR Part 12. See

from the publication of this synopsis to submit in writing to the
identified point of contact, their qualifications / capabilities to
perform the services specified above. Such qualifications /
capabilities will be used solely for the purpose of determining whether
or not to conduct this procurement on a competitive basis. Responses
received after the 15 days or without the required information will be
considered nonresponsive to the synopsis and will not be considered.
A determination by the Government to not compete this proposed effort
on a full and open competitive basis, based upon responses to this
notice, is solely within the discretion of the Government. Oral
communications are not acceptable in response to this notice. All
responsible sources may submit an offer which shall be considered by
