The contractor will conduct marketing research activities and prepare various marketing and public outreach strategies in support of the national real estate programs of the Public Buildings Service as specified in the blanket purchase agreement and any negotiated requirements. The Request For Quotation will be evaluated on a low cost, technically acceptable basis that includes past performance, experience, price, and other factors. A technical proposal will be required. The awardees will be selected and ranked according to high scores in the technical range. Firms will then be contacted to perform services under the BPA on a rotational basis. The rotation will be based on ranking in the technical range. The program office will only contact selected awardees on a per job basis.
