The Office of External Affairs is located at 1800 F Street, NW, Washington, DC 20405, Room 1300. These services will be contracted under a Blanket Purchase Agreement (BPA) in accordance with Simplified Acquisition Procedures (FAR 13.106). This procurement will be a 100% small business set-aside (FAR 52.219.6). The contractor will design and prepare various promotional, marketing, communication, advertising, and public outreach materials in support of the national real estate programs of the Public Building Service and in accordance with style guide standards specified in the blanket purchase agreement and any negotiated requirements. The design and preparation of such services and materials includes the conception, planning, and facilitation of marketing, communications or advertising projects. These projects include graphic design, layout and typesetting services for brochures, and other materials, direct desktop design, cartography, film work, and any other services necessary to the completion of camera ready material and or negatives/disks. The contractor is not responsible for copy writing or printing services. The Sic code is 7336. The Request For Quotation (RFQ) will be evaluated on a low cost, technically acceptable basis that includes past performance, experience, price, and other factors. A technical proposal will be required. The awardees will be selected and ranked according to high scores in the technical range. Firms will then be contacted to perform services under the BPA on a rotational basis. The rotation will be based on ranking in the technical range. The program office will only contact selected awardees on a per job basis. The anticipated period of performance for this BPA will be from date of award to September 30, 1998.
