EPA's National Risk Management Research Laboratory (NRMRL), Urban Watershed Management Branch (UWMB) of the Water Supply and Water Resources Division (WSWRD) is soliciting quotations on studying the effectiveness of Hydraulic-Flushing Systems in Combined Sewers (CS) and Combined Sewer Overflow (CSO) Storage Tanks. Work to be performed shall include desk-top analysis of published and unpublished information on: (1) CS-inline- and CSO-storage-tank-flushing systems to determine the effectiveness of systems' design and operation; (2) capital, operation, and maintenance costs of CS-inline-hydraulic- and CSO-storage-tank-flushing systems; and (3) the operational lessons learned from existing CS-inline- and CSO-storage-tank-flushing systems. A project report shall be prepared to present all relevant information to include the effectiveness of each system; guidance on design and operation; cost breakdowns (new construction and modification of existing structure, system installation, and operation and maintenance); and case studies of the systems visited, reviewed, and demonstrated. A generic quality assurance project plan (QAPP) for conducting field programs to monitor and analyze long-term sediment characteristics and hydrogen-sulfide-generation rates shall be developed, including the detailed procedures and methods for conducting field testing, experimental QA/QC, and methods for data analyses and interpretation of final results. The period of performance will be eight (8) months from the date of award. EPA intends to issue a request for written quotations (RFQ). The RFQ-OH-98-00014 will be issued on or about October 30, 1997 with written quotations due on or about November 17, 1997.
