contracting for a one-year IDIQ contract for C-130 paint and strip
operations at a contractor's facility. The contractor is to supply the
aviation fuel and contractor acquired property items in support of the
overall paint and strip operations. Contractor may need to accomplish
Safety of Flight repairs. The minimum and maximum have not yet been
established at this point. All work will be accomplished by one
contractor in accordance with Statement of Work. Solicitation will be
an RFP with the following special standards of responsibility: 1.
Covered wash rack with capability to maintain wash and rise water at a
temp of 130F (+/- 10 degrees), provide protection to strip and clean
A/C at a rate of one (1) per week in all kinds of weather and which
will maintain a temp rate of 50F to 100F. 2. Closed hanager for
painting A/C at a rate of one (1) per week. A min of 23,874 sq feet
with a min height of 40 feet is required. This area is open hanager
area for painting only and does not include admin. or storage. Paint
facility must be environmentally controlled (T.O. 1-1-8 and AFM 86-2).
Must be provide with explosive proof electrical wiring and forced
ventilation sufficient to provide 100 linear feet per minute air
velocity (T.O. 42A-1-1). An automatic deluge or foam firefighting
system must be installed in the paint facility. 3. Sufficient ramp
space to park and maintain two (2) ea C-130 aircraft with a min of
124,000 sq ft required. 4. Airfield Requirements: a. Control tower with
adequate radio and airfield control facilities available and staffed by
qualified personnel. b. A runway with a min length of 6,000 feet and
min width of 150 feet with lighting parallel to the runway and taxiway.
5. List of peculiar ground handling equipment and tools required are
listed in Appendix A. 6. Safety standards, firefighting capability, and
airfield facilities must meet the Industrial Safety Requirements of
Appendix C. 7. Battery facility capable of storage, servicing and
handling lead acid batteries IAW Appendix and applicable T.O's. In the
event nickel-cadmium batteries are received on an aircraft, the
batteries will be removed from the A/C and forwarded to an acceptable
storage facility if not available at the contractors facility. 8. Fuel
and oil storage capabilities in accordance with MIL-STD-1518 and
Appendix. Estiamted total fuel storage capacity requirement is 20,000
gallons. 9. Sealant mixing facility, sealant mixing machines, storage
space and refrigerator in accordance with T.O's. 10. Adequate storage
and control of 780/AFR 66-12 equipment. 11. Weighing facilities. 12.
Contractor sall provide all engineering services (as a minimum access
to a certified engineer) as required to support the work requirements
of the Appendix. 13. One fuel truck shall be dedicated to this program.
14. Breathing oxygen storage and handling facilities for both gaseous
and liquid oxygen. 15. Refueling, defueling and purging facilities in
accordance with T.O's. 16. Facility must currently be operational and
have worked aircraft with an empty weight (no cargo or fuel) of 75,000
lbs within the previous 12 months. 17. Contractor to provide secure
storage space for GFM. The above special standards of responsibity may
change due to requirement change prior to issuing the RFP. The
approximate issue/response date will be 05 Nov 97. No telephone
requests. Only written or faxed requests received directly from the
requestor are acceptable. All responsible sources solicited may submit
a bid, proposal, or quotation which shall be considered. Request for
copies of solicitations must reference the entire solicitation number,
including purchasing office identification number. To expedite your
request, limit the number of individual solicitation numbers requested
per letter to not more than 10. Don't request information on this
requirement until after the issue date. An Ombudsman has been appointed
to hear concerns from offerors or potential offerors during the
proposal development phase of this acquisition. The purpose of the
Ombudsman is not todiminish the authority of the program director or
contracting officer, but to communicate contractor, concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
