J -- MAINTENANCE, OPERATIONS, AND RECURRING SUPPORT SERVICES FOR BASE TELECOMMUNICATIONS SYSTEM AT MOODY AFB GA SOL F34608-98-R-0003 DUE 031297 POC Rhonda Trent (405)734-9399 CONTRACTING OFFICER: Rita Blair (405)734-9399 The 38 LS/LGCVO, Contracting Flight, has a requirement for non-personal services for operations, maintenance and recurring support services of the Base Telecommunications System at Moody AFB GA. The solicitation will be issued (available to download) approximately 03 Nov 97. The proposed contract is for a base period and five option periods totaling approximately 60 months. The system consists of a Command Post switch, AT&T 75 G3I, assigned 120 lines and 40 trunks. Billeting switch, Mitel SX2000 assigned 96 lines and 18 trunks. The MSL 100 Switching System with BCS-33 software is equipped with approximately 2732 lines, and wired for 7168 with 187 trunks. There are two Remote Switching Terminals (RST). RST00 is equipped with approximately 1085 lines, and wired for 3075 lines. RST01 is equipped with approximately 318 lines and wired for 1024 lines. Also included are a main distribution frame, inside and outside cable plant, ancillary equipment, and customer premise equipment. Foreign participation is permitted only at the subcontractor level. Copies of the solicitation will be provided to foreign firms only in order that they may pursue subcontracting opportunities. All responsible domestic offerors may submit proposals. Sources responding to this synopsis must indicate when registering electronically, whether they are large or small, disadvantaged or a women-owned business. For this acquisition, a concern will be considered small under SIC 7378 with size standard of $18,000,000.00. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in this solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call Colonel Lee H. The Ombudsman should only be contacted with issues or problems that have previously been brought to the attention of the program manager and/or the contracting officer and could not be satisfactorily resolved at that level.
