(202) 307-0613 The Office of Justice Programs (OJP) of the U.S.
Department of Justice will issue a Request for Proposal (RFP) for the
maintenance and operation of the National Criminal Justice Reference
Service (NCJRS). The RFP will be called NCJRS 2002 and is the vehicle
for contract support of all OJP bureaus and offices. Under the
monitorship of the National Institute of Justice, other primary
partners in this contract include 1) the Office of Juvenile Justice and
Delinquency Prevention, 2) the Bureau of Justice Assistance 3) the
Bureau of Justice Statistics, 4) OJP Crime Control Offices, 5) the
Office for Victims of Crime, and 6) the Office of National Drug Control
Policy. NCJRS provides clearinghouse services for all these partners
and is the controlling repository for research, development, program
evaluation and planning, and management of documentation serving as the
needs of all components of the criminal justice system. NCJRS is an
outreach mechanism and service arm, supporting justice-related
information needs of state and local justice agencies, justice-related
researchers, and the practical needs of criminal justice policy makers
and executives by supplying the most current information on the key
issues of justice-related programs, research, and implementation of
justice policy. The proposed contractor shall provide facilities,
personnel, equipment, and selected materials to perform the required
services. The requirements include but are not limited to the following
tasks: Clearinghouse Operations, Call Center, Computer Operations and
Electronic Dissemination; Collection and Analysis, Justice-Related
Information Acquisition and Abstracting, Information Search, Retrieval
and Referral Services; Networking, Conference Support and Related
Services; User Registration and Mail Lists; User Surveys;
Fee-For-Service Program; Publication Support and Document Distribution
Services. Also included are the maintenance and operations of the
NCJRS Special Collections Library, the Online Resource Information
Center, the Drugs and Crime Data Center and Clearinghouse, the Bureau
of Justice Statistics Clearinghouse, the Bureau of Justice Assistance
Clearinghouse, the Juvenile Justice Clearinghouse, and the National
Victims Resource Center. The NCJRS contract will be a performance
based, indefinite delivery/indefinite quantity contract, with task
orders placed on a firm-fixed-price (FFP), a time and material (TM) or
any combination thereof basis. The contract will comprise one
base-year and three one-year options beginning on or about June 15,
1998. The estimated level of effort is 320,000 hours per year. A draft
RFP will be posted on the internet on or before Nov. 12, 1997, at
HTTP://WWW.OJP.USDOJ.GOV/NCJRS2002. The final RFP will be issued on or
about December 8, 1997. A pre-proposal conference is anticipated to be
held on or about two weeks after the issuance of the RFP. Proposal
evaluation criteria will emphasize past performance and technical
approach. Cost will be secondary in importance. Interested firms shall
submit their requests for the RFP in writing. All responsible sources
