Administration, Public Building Services (PBS), Office of External
Affairs, PB, is seeking vendors to provide Copy Writing and Editing
Services. The Office of External Affairs is located at 1800 F Street,
NW, Washington, DC 20405, Room 1300. These services will be contracted
under a Blanket Purchase Agreement (BPA) in accordance with Simplified
Acquisition Procedures (FAR 13.106). This procurement will be a 100%
small business set-aside (FAR 52.219.6). The contractor will provide
the government with copy writing and editing services for marketing
materials (publications) which promote PBS services to its
constituencies. The materials could include, but not limited to the
following: brochures, flyers, newsletters, press releases and magazine
articles. All written material will follow the standards for
governmental punctuation guidelines as established by the Government
Printing Office. Typesetting elements will be in accordance with the
style guide standards specified in the BPA. All work will be submitted
in hard copy and on a 3 " diskette in Microsoft Word. This BPA
includes two rounds of changes. In each round the reviewed manuscript
will clearly note changes, and will be returned to the contractor
within ten working days. Final review will be due within five working
days from receipt of the corrected copy from the Government. These
timetables are the standards, unless otherwise negotiated in the
Request For Quotation (RFQ) for the specific task. All drafts will be
reviewed by GSA for structure, style, usage, accuracy and clarity. The
Sic Code is 8999. The RFQ will be evaluated on a low cost, technically
acceptable basis that includes past performance, experience, price, and
other factors. A technical proposal will be required. The awardees will
be selected and ranked according to high scores in the technical range.
Firms will then be contacted to perform services under the BPA on a
rotational basis. The rotation will be based on ranking in the
technical range. The program office will only contact selected awardees
on a per job basis. The anticipated period of performance for this BPA
will be from date of award to September 30, 1998. The reference number
for this Request For Quotation is RFQ-CAFP-98-0009. Firms requesting a
solicitation package must state the reference number. The closing date
for requesting packages and quotations are 2:30 p.m. E.S.T., November
10, 1997, (FAR 13.106-2). Quotations received after the closing date
will not be considered by the government. Facsimile requests will be
accepted on 202-208-4107. NO TELEPHONE REQUESTS WILL BE ACCEPTED. THIS
REQUIREMENT IS FOR SMALL BUSINESSES WITHIN A 50 MILE RADIUS OF THE
WASHINGTON, DC METROPOLITAN AREA. ALL RESPONDENTS MUST PROVIDE PROOF OF
