Pre-solicitation Notice: Provide materials and services necessary to
renovate the existing Boat Maintenance Facility at USCG Group Sault St.
Marie, MI. The work includes, but is not limited to, removing areas of
the existing roof and structure, raising the roof structure, and
constructing a new roof at a higher elevation. The work also includes
new metal siding and a new roll-up door. All work shall be accomplished
in accordance with Specification No. 09-L6001 and Drawing No. 09-L6001
(sheets 1-14). All work shall be completed within 244 calendar days
after date of award, which is anticipated to be mid January 1998.
Complete access to the Boat Shop and designated adjacent work areas
will not commence until 01 April 1998. All work, including punch list
items, shall be completed by 15 September 1998. Plans (half-size),
specifications, and all necessary bid documents will be available
approximately 10 November 1997 and may be obtained by submitting a
check in the amount of $15.00 per set (non-refundable) made payable to
the U. S. Coast Guard. To receive a solicitation and be placed on the
bidders' list interested parties must submit a written request.
Telephone inquiries will not be honored. Approximate Bid opening for
Solicitation No. DTCG47-98-B-3EFK01 is 11 December 1997 at 2:00 p.m. in
Norfolk, VA. Estimated construction cost is between $250,000.00 and
$500,000.00. The solicitation is unrestricted IAW the Small Business
Competitiveness Demonstration Program. For Minority, Women-owned and
Disadvantage Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has programs to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, performance and
payment bonds up to $1.0 million per contract. The DOT provides an 80
percent guaranty on the bond amount to a surety against losses. Loans
are also available under the DOT Short Term Lending Program (STLP) at
prime interest rates to provide accounts receivable financing. The
maximum line of credit is $500,000.00. For further information and
