Smithsonian Astrophysical Observatory is issuing a request for
Quotation No. AF8554 for the purchase of one forklift. This is a
combined synopsis/solicitation for a commercial item prepared in
accordance with the format provided in FAR Part 12.6 and FAR 13.6 Test
Program, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; offers
are being requested. A written solicitation will not be issued. The
solicitation incorporates the provisions and clauses in effect as of
FAC 97-1. The SIC Code is 3537, 750 employees. Furnish one forklift,
with a minimum working load of 10,000 lbs; 42 ft. reach; hydraulic side
swing fork; all weather cab with sliding windows; heater; defroster;
windshield wiper; front and rear lights; warning beacon; cold weather
starting and heating aids; high coolant temperature; visual alarm
system; turbo charged diesel engine; 4-wheel hydraulic disc breaks;
4-wheel drive; 4 wheel steering; automatic self leveling forks;
mechanical parking break, automatic power shift transmission with
forward reverse shuttle; over-head guard, hydraulically controlled
front outriggers; adjustable upholstered operator's seat; hydraulic
foot throttle, 12 volt electrical system; voltage indicator light;
break indicator light; parking break indicator light; water temperature
gage; thermostat; micro-break lock; fuel gage; hour meter; variable
rate control for hydraulic controls; tires of a type to meet the
lifting capacity requirement; engine block heater; directional signals;
and complete service manual and set of expendable parts. Offerors may
offer additional options. These options will be evaluated in accordance
with the evaluation criteria set forth below. Delivery: Desired 45 days
after award, mandatory 90 days after award. FOB: Destination with
delivery to MIT/Haystack Observatory, Building #2, Off Route 40,
Westford, Massachusetts 01886. Offerors must furnish with their quotes
brochures// descriptive literature that specifically identifies the
offered make/model and specification requirements of the forklift and
for any unsolicited options offered. Clauses/Provisions: The following
provisions and clauses are applicable (Note: Provisions and clauses

Instructions to Offerors -- Commercial Items, including the following
addenda at paragraph (c): The offeror agrees to hold the price in its
quote firm for 45 calendar days from date specified for receipt of
quotations. FAR Provision 52.212-2 Evaluation-Commercial Items;
including the following addenda at paragraph (a): For the purpose of
award, quotes will be evaluated on price, technical acceptability, past
performance, and delivery schedule, with price being slightly more
important than technical and substantially more important that past
performance and delivery. Past performance and delivery are weighed
equally. The Contractor shall provide a price for the forklift. Any
option offered by the contractor shall be priced separately. FAR

(EST), 4 November 1997. No faxed offers will be accepted. An initial
evaluation shall be performed to determine if each offeror meets the
minimum criteria for technical acceptability. A technical acceptable
offer must clearly show it meets the minimum requirements listed here.
Offerors shall provide performance history and references to
demonstrate satisfactory performance for similar contracts performed
