This involves the update audit of Westinghouse's manufacturing cost estimates, the update of previously identified areas where cost information is insufficient and recommended approaches to resolve the deficiencies, the update of estimates of manufacturing costs, the update of the cost sensitivity analysis, and the update of the previous "Due Diligence" assessment of the Westinghouse solid oxide fuel cell. The basic assessment was conducted by Arthur D. Little and the Government anticipates entering into a sole-source contract with Arthur D. Little, 20 Acorn Park, Cambridge, MA 02140 for the revised assessment. Firms which believe they can furnish this assessment will be considered but only if responding with clear and convincing documentation, in writing, substantiating their ability to meet the entire requirement.
