NASA/GSFC plans to issue a Request for Proposal (RFP) for off-site manufacturing, assembly, engineering, and design drafting/documentation services pursuant to cost reimbursable and/or fixed price task assignments issued by the Contracting Officer. Examples of tasks include manufacturing, design, drafting, mechanical development and assembly. The contractor shall provide the personnel, facilities and materials, unless otherwise provided by the Government, to accomplish the assigned tasks. The Government may award more than one Indefinite Delivery, Indefinite Quantity (IDIQ) type contract. A total five-year period of performance is anticipated. Successful Offerors shall have established and currently existing capabilities in all of the areas of numerically controlled and conventional machining, sheetmetal fabrication, aircraft welding, engineering, and engineering drafting. Close liaison and task monitoring by the Government technical representative(s) must be practical. The provisions and clauses in the RFP are those in effect through FAR issuance of June 1997. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total small business set-aside. See Note 1. The Standard Industrial Classification (SIC) Code is 3499 and the size classification for a small business size criteria is 500 employees. The DPAS rating for this procurement is DO-C9. A draft RFP is scheduled for release on or about November 21, 1997. Industry comments are welcome. All comments must be in writing and should be received within 15 days after the date of publication of the draft RFP. All qualified responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed. See Internet Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in ASCII or RTF format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offerors shall notify this office of their intent to submit an offer.
