Request for Quotation (RFQ) for citation analysis of the NASA patent
portfolio (patents assigned to NASA) from 1987 to the present. This
annoucement is the RFQ, no other printed request will be issued.
NASA/HQ intends to purchase the items from CHI Research, Inc. Only one
responsible source 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1). CHI is
the proprietor of a complete database of all U.S. issued patents, and
a special proprietary software that can perform the citation analysis
for the desired subset of NASA patents (U.S. patents issued between
1987 and present -- approximately 1,200-1,400 patents). NASA is not
aware of any other company with this unique combination of database and
software, and the capability to do these citation analyses efficiently.
CHI's software also cross references companies, when sold or merged,
and will identify new names assignment of the patents. This procurement
is being conducted under the Simplified Acquisition Procedures (SAP).
The contractor shall provide a citation analysis of the NASA patent
portfolio (patents assigned to NASA) from 1987 to the present. The NASA
patent porfolio for the included dates consists of approximately
1200-1400 patents. The analysis shall cover the U.S. patent system,
with possible later extension to European Patent Office. For NASA
patents issued since 1987, the analysis will identify valuable patents
using citation analysis; identify clusters of patents from which
future potentially valuable inventions might spring; identify inventors
with past successful patents; and identify potential licensees. The
contractor shall supply a final report of the study, characterizing the
intramural NASA patent portfolio, including tabular and graphical data
and a written explanation of the data, as well as a complete diskette
data base covering all citation data. The contractor shall provide a
list and a diskette of all NASA patents issued since 1987. For each
NASA patent, the data shall contain at a minimum: U.S. PatentNumber;
Issued Date; U.S. Patent Classification; Patent Title, Name of the
Inventor(s), Number of Patents cited in each NASA patent(cited
patents); Number of Non-Patent References(NPR) cited in each NASA
patent; Technology Cycle Time (TCT indicates the median age of cited
patents for each NASA patent); Total Number of later patents citing
earlier NASA patents (cited patents); Citation Percentile (most highly
cited patents are in the zero percentile, patents not cited are in the
100th percentile); and for the most recent five year period, the
Current Impact Index (CII measures how often NASA patents are cited
compared to citations to all other patents in equivalent technologies
in the same year). For all NASA Patents cited more than ten times, the
contractor shall provide a specific citation diagram, identfying
citing patents by year and the assignee company of the citing patents.
The contractor shall provide detailed listings of citing patents,
corresponding to the citing patents identified above. The data shall
include at a minimum: Patent Number; Issue Date; Patent Classification;
Patent Title; Name of Inventor(s); and Name of Assignee. The Name of
the Assignee will be provided in a standardized form that identifies
the current owner of the citing patent. That is, parent companies and
their subsidary companies will be reported under a standardized company
name and any reassignee of the citing patent (by reassignment of the
patent because of merger/acquisition or purchase of a technology) will
be identified such that the current owner of the citing patent is
identified. For all NASA patents, the contractor shall provide both
printed and diskette lists, which will include at a minimum: Patent
Number; Issue Date; Patent Classification; Title; Name of Inventor(s);
and Name of Assignee. For all NASA patents cited more than ten times
(or for patents in technology areas of high interest as determined by
NASA in consultation with the contractor), the contractor shall provide
a diagram, indicating the companies that most highly cite the earlier
NASA patent. For patents in technology areas of high interest (as
determined by NASA in consultation with the contractor), the contractor
shall provide a diagram identifying very productive NASA inventors
(NASA inventors with multiple patents). The contractor shall identify
clusters of NASA inventors (and/or NASA contractor inventors where the
patents have been assigned to NASA) who are working together to
produce patented inventions and provide digrams of such clusters. The
contractor shall provide the identified deliverable within a three to
five month time frame from issuance of the acquisition. The Government
intends to acquire a commercial item using FAR Part 12. See Note 22.

from the publication of this synopsis to submit in writing to the
identified point of contact, their qualifications / capabilities to
perform the services sited above. Such qualifications / capabilities
will be used solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis. Responses received
after the 15 days or without the required information will be
considered nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice,
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. All responsible sources
