U.S. Coast Guard Engineering Logistics Center is seeking qualified
sources for the inspection and overhaul of Lucas Bryce Fuel Injection
Pumps, part number FCCAR 180M0809, used on Paxman RP200 Paxman Diesel
Engines Fuel Injection Assemblies, part number 30539. These Fuel
Injection Pumps are used on the 110' Coast Guard vessels. Contractor
will be required to provide all labor and materials required to perform
the following on each Fuel Injection Pump: (1) receive; (2)
disassemble; (3) inspect; (4) provide a detailed inspection
report/repair estimate; (5) repair; (6) reassemble; (7) test; and (8)
preserve and install in a resusable container. Overhaul shall be
accomplished in accordance with current Lucas Bryce specifications and
standards and Coast Guard Specification Number 82323-8010. All parts
to be furnished and used with the repairs must be genuine Lucas Bryce
parts. Due to the extreme lead time for replacement components, the
solicitation will include a requirement that the Contractor offer an
exchange program for nonrepairable Fuel Injection Pumps. It is believed
that only Lucas Bryce and/or their authorized repair facilities can (1)
accomplish repairs; (2) furnish the required items to ensure the proper
fit, form, and function of all its components; and (3) offer an
exchange program for unrepairable Fuel Injection Pumps. However, other
potential sources can submit information concerning their capability
to overhaul these Fuel Injection Pumps. Concerns that repsond to this
notice must fully demonstrate their capability by submitting the
following information: (1) Data that the offered parts have been
satisfactorily manufactured for the Government or the Original
Equipment Manufacturer which includes complete and current engineering
data to demonstrate the acceptability of the offered parts (i.e.,
salient physical, functional and serviceability characteristics); and
(2) Data that the required services have previously been provided to
the Government or the original equipment manufacturer. This information
must be submitted no later than fifteen (15) days after the date this
notice is published. When calling be prepared to state your name,

following note is for informational purposes for Minority, Women-Owned,
and Disadvantaged Business Enterprises: The Department of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has a program to assist minority, women-owned, and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation-related contracts. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
