Contract Specialist Cynthia Cherry (757) 878-1351/2/3 (Site Code
DABT60) TRADOC Contracting Activity intends to negotiate on a sole
source basis with Sports Network International (SNI) of Daytona, FL for
services to facilitate the production of two drill competitions for the
U.S. Army Junior Reserve Officers' Training Corps (JROTC). This action
is contemplated under the authority of FAR Part 6.302-1, only one
responsible source and no other services will satisfy agency
requirements. SNI is the only organization managing events of this type
in the United States. Students shall participate in the National High
School Drill Team Championships to be held in Daytona Beach, FL (May)
and the National Capital Drill Classics (NCDC) held in Washington, D.C.
(March). A firm fixed price contract is anticipated for a period of one
year with four one-year option periods. The contractor shall provide
the government with all management aspects for the production of both
events including team registration paperwork and entrance fees;
development and distribution of Standard Operating Procedure booklet to
all drill participants (not to exceed 40); drill area set-up; event
staff/personnel; minimum liability insurance for the Daytona Beach, FL
location; judges and judges manuals for each event; the transporting
of event materials; team package to include T-shirts, medallion and
team photo; cadet awards and team trophies for the top five placements
in each category. The contractor shall represent the U.S. Army Cadet
Command in all publicity and other marketing and/or communication
materials developed for this event, i.e. posters, programs and
multi-media coverage. The contractor shall publish and distribute the
Infantry Drill Regulation (IDR) Magazine to 2,000 Army Junior ROTC
directors, facilities and independent programs worldwide. Interested
