FAX No. 315-330-2555 Furnish all labor, materials, equipment and supervision necessary to provide snow removal and/or apply salt and sand to assure safe movement of vehicles and pedestrians on and around the facilities located at the Newport Test Sites in the Town of Newport, New York; to include all road networks, hardstands, sidewalks, parking areas and other walking areas as required, to eliminate hazardous driving and walking conditions during the 1997-98 Winter season. Also, to remove the sand from the aforementioned areas by 31 May 1998. Award will be made on or about 1 Nov 1997. It is the intent of the government to make a sole-source award to the Town of Newport Highway Dept., P.O. Box 519 Newport, NY, 13146. Justification supporting sole-source acquisition is the physical location of the test sites. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer, E.J. Rena, Phone 315/330-7518. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. The Ombudsman for this acquisition is Vincent Palmiero, Chief, Policy and Management Division at phone 315-330-7746. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposal or in the source selection process. The Ombudsman should only be contacted with issues or problems that have not been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level.
