Division at the Human Systems Program Office, Brooks AFB, TX is
contemplating the acquisition of a Patient Loading System (PLS). This
announcement is NOT a request for proposal. Any formal solicitation
will be announced separately. This synopsis is for information and
planning purposes only and is not to be construed as a commitment by
the Government. This system is an aluminum ramp that allows patients to
be loaded from the ground level to the passenger door level of a
commerical B767 aircraft. The B767 aircraft is contracted from
commercial aircarriers and used for evacuation of civilian and DoD
patients worldwide. A prototype of the PLS has been developed and this
contract would be for the manufacture of 48 identical items. The PLS
is constructed of thin-wall aluminum tube scaffolding and aluminum
decking ramps. Cast aluminum components, in addition to various types
of fasteners, are used throughout. This system must have a 25 year
storage life without requiring periodic maintenance. The PLS is to be
stored in covered, but non-environmentally controlled, storage
warehouses throughout the world Questionnaire: What is the size of your
company? Number of people? Yearly sales? Have you ever worked on
Government contracts before? If so, please describe, to include size
and complexity Have you worked with other programs that were similar to
this program? If so, please describe. What manufacturing processes did
these other programs utilize? If any products of these programs have
National Stock Numbers (NSN's), please list. How many Government
contracts have you started? Completed? What was the dollar value of
those contracts? Are any of those products General Services
Administration (GSA) schedule listed? How many Department of Defense
Requests for Proposal have you responded to? What are your production
capabilities for producing cast aluminum parts? What are your
production capabilities for producing extruded aluminum parts? What
aluminum alloys has your company worked with in the past? What are your
capabilities for working with thin wall and light gauge aluminum parts?
Please describe your manufacturing capabilities and specialized
equipment that may be used on this program. What is the maximum number
of units per month, of this product, your facility can produce? Do you
have reverse engineering capabilities? In what format do you prefer
data to be delivered to you? In what format do you prepare data? What
CAD/CAM operating systems do you use? Can it accept PRO-E files? What
is your quality control standard, or how is quality ensured during
production? What quality control standards do you impose on your
subcontractors and vendors? Are you ISO 9000 or ISO 9001 certified? Are
you familiar with packaging items for 25 year non-environmentally
controlled storage? Do you utilize any environmentally hazardous
processes? What warranty comes with your products? What kind of
maintenance support arrangements do you have with other military
customers? Do you have the capabilities to test this product for
strength and set-up requirements? Are you familiar with OSHA
regulations that pertain to aluminum scaffolding and ramps? Do you have
access to World Wide Web and electronic media sending and receiving? Do
you have a government-approved accounting system? We request that all
