MILITARY WATER PURIFICATION EQUIPMENT. The United States Army
Tank-automotive and Armaments Command (TACOM) will be issuing a Request
for Proposal (RFP) for the acquisition of Engineering and Manufacturing
Development (EMD) of a Lightweight Water Purifier (LWP) unit. The LWP
is intended to improve the responsiveness of water support to early
entry, highly mobile forces throughout the spectrum of conflict in
peace and war; and will provide quality water support to small units
and detachments where distribution of bulk water is not feasible or
practical. The LWP will provide such water support without committing
larger water production assets from the logistics support structure.
The LWP will produce at least 125 gallons of potable (drinking) water
per hour from a fresh water source and 75 gallons per hour from a sea
water source. The system includes a potable water dispensing capability
and interfaces with military fixed storage holding tanks. The proposed
acquisition is 100% set aside for small business concerns and will be
conducted in two phases. The Government intends to award up to two (2)
Cost-Plus-Fixed-Fee contracts under the EMD effort, Phase I. This
initial phase is for the design and fabrication of up to three
prototype hardware units per contract with test and evaluation. The
contract will include associated work effort required to support
contractor testing, government Production Qualification Testing (PQT)
and Early User Testing (EUT) and validation. The prototype hardware
will be fully evaluated in order to determine its suitability to
perform to the specification requirements. The prototype tests results
will be an integral part of the selection of the production
contractor. The Phase I (EMD effort) is a competitive 100% small
business set aside and the Phase II (Production Effort) is limited to
those firms awarded a contract for the prototype development effort
(Phase I). This restriction for the production effort is necessary to
ensure that the selected production contractor is adequately evaluated
on the basis of prototype testing. The Government intends to award one
(l) fixed price production (requirements type) contract (Phase II) for
a quantity of up to 320 LWPs. The estimated release date of RFP
DAAE07-98-0002, for Phase I solicitation is 02 January 1998. Firms
