INFORMATION: Architect-Engineer Services will be required on an
individual work order basis against an Indefinite Delivery Contract
utilizing Architect- Engineer Services for various types of
Hydraulic/Hydrologic Studies at various Civil Works Projects located
within the Huntington District geographical area. The resulting Inde-
finite Delivery Contract will be for a period of one year, with one
option year. A fixed price Indefinite Delivery Contract will be awarded
which will consist of individually negotiated work orders which cannot
exceed $500,000.00 each since this is the cumulative total of the base
contract period, with an additional one year Option period for the same
amount. This announcement is open to all businesses, regardless of
size. If a large business is selected for this contract, it must comply
with FAR 52.219-9 regarding the requirement for a subcontracting plan
on that part of the work it intends to subcontract. The plan is NOT
required with this submittal.A Quality Control Plan will also be
required at the time of the contract award. The wages and benefits of
all service employees performing under this resulting contract must be
at least equal to those determined by the U.S. Department of Labor
under the Service Contract Act. (See FAR 22.10). 2. PROJECT
INFORMATION. The work under this contract will consist of
hydraulic/hydrologic studies necessary for Corps projects which would
include preparation of inundation maps for potential flooded areas;
development of flood evacuation and flood warning plans; hydrologic and
hydraulic studies to develop alternative plans for increasing spillway
discharge capabilities at Corps dams, studies for flood insurance and
Local Protection Projects; the formulation of lake sedimentation
reports; the performance of navigation studies; the formulation of
drought contingency plans, and formulation of Water Control Management
Manuals. The preparation of inundation maps for potential flooded
areas at District Projects would include the use of data from
topographic maps, river channel and flood plain cross sections and
discharge data in appropriate computer models to prepare maps showing
the limits of inundation in digital format at and below District
projects. Hydrologic and Hydraulic studies will be used for development
of alternative structural plans for modifying existing spillways to
satisfy current design criteria with respect to discharge capacity and
freeboard. Such alternatives may include (a) widen the existing
spillway; (b) provide a gated spillway at the existing site; (c)
auxiliary spillways; (d) raise the dam; and (e) combination of the
preceding. Flood insurance studies would include the use of topographic
data, river channel and flood plain cross sections and discharges to
produce 10, 50, 100 and 500 year flood profiles (using step backwater
computer models), to develop flood boundary maps and floodways, to
determine flood hazard factors and to determine flood hazard zones
using digital mapping. Local protection studies would include the
development of hydrologic and hydraulic data necessary to design
interior drainage systems (be- hind floodwalls) and pumping station
facilities and to develop river channel relocation and/or modification
schemes to mitigate local flooding problems and to deter- mine the
upstream and downstream effects of such schemes. Lake sedimentation
reports may include, but would not be limited to determine lake bottom
profile from fathometer charts or GPS data; determine lake storage
volume in 1 foot vertical increments; determine original and resurveyed
sediment range profiles from furnished field survey data; compute
volume and distribution of sediment in lake using Corps of Engineers
computer program; determine rate of sedimentation in lake; prepare
report text and exhibits comparable to previous District Sediment
reports describ- ing land usage, precipitation, report sediment
problems, volume, distribution and rate of sedimentation, conclu-
sions, recommendations and prepare form 1787 reservoir sediment data
summary. Formulation of Water Control Management Manuals would include
the writing of required manuals and drafting of exhibits in accordance
with prescribed format. The work described herein may be any place
within the geographical areas of the Huntington District which covers
45,000 square miles and includes portions of five states within the
Ohio River Drainage Basin. In addition to most of West Virginia, the
Dis- trict includes about one half of the state of Ohio and smaller
portions of Kentucky, Virginia and North Carolina. The Huntington
District is now a part of the Great Lakes and Ohio River Division.
(CELHD) 3. SELECTION CRITERIA: Criteria which will be used in the
evaluation of the A/E firms to be considered are as follows and are
listed in descending order of importance: (1) Diversity of professional
staff as it relates to the performance of the functions described
herein; (2)Familiarity with and experience in utilization of HEC
hydrologic and hydraulic computer models, the National Weather Service
Dambreak model and GIS computer models using ARCINFO; (3) A minimum of
four Hydrologic/Hydraulic Engineers with a minimum of five years
experience in hydrologic activities and hydraulic design and demons-
trated expertise in current GIS hydrologic and hydraulic applications;
(4) Capability to perform the work in a timely manner (5) Experience
in technical report writing, (6) Past performance evaluations; (7)
Current workload both in and out of DOD (8) Geographic location in
relation to the Huntington District Office; (9) Extent of participation
of small businesses (including women-owned), small disadvantaged
businesses, historically black colleges and universities, and minority
institutions in the proposed contract team, measured as a percentage
of the total estimated effort. 4. SUBMISSION REQUIREMENTS: Firms having
capabilities to perform the work and who desire to be considered must
submit a completed SF 255 and appropriate data. In order to be
considered for selection you must note in Block 10 of the SF 255 all
DOD contracts awarded to your firm and all affiliates (do not include
consultants) during the last twelve months along with the dollar amount
of the awards and the total amount awarded. Only SF 255's receiv- ed in
this office within thirty (30) days from the date of this notice will
be considered. If the 30th day is a Saturday, Sunday, or Federal
holiday, the deadline is the close of business of the next business
day. Please note that Solicitation packages are NOT provided. If a SF
254 is not on file with the U.S. Army Corps of Engineers, a current SF
254 should also be included. See Note 24 for general submission
requirements. All interested firms having the capabilities to perform
this work must submit three copies of SF 255 (11/92 edition) and three
copies of SF 254 (11/92 edition) for the prime firm and all
consultants to the above address. No other general notification to
firms will be made and no further action is required. This is not a
