Administration's (FDA's) Office of the Commissioner has a requirement
for an Advertising Campaign for Tobacco Outreach. The selected firm
shall work closely with the FDA staff to place/print both outdoor and
radio advertisements across the country using previously created
advertisements. The goal of the campaign is to help boost retailer
compliance with the new tobacco regulation. The media is intended to
compliment the compliance checks being conducted by commissioned state
officials and adolescents. FDA currently has contracts with 10 states
to conduct these compliance checks and by years end anticipates
contracts with all the states. As a state contracts to conduct
compliance checks with the FDA, the media advertising campaign shall be
extended into that state. The FDA has two sets of print, outdoor and
radio advertisements which shall be used for an anticipated four
flights of advertisements. The selected firm shall develop and modify
a media plan and a media buy to include production of advertisements
and a port-buy analysis. The selected firm must have a full service
media planning and buying capability with experience across all media
and across the country. The selected firm shall be proficient in
