This announcement is published as a Total Small Business Set-Aside action per FAR 52.219-1 and 52.219-6; all eligible, responsible sources may submit an offer. This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR 13.6 and the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; quotes are being requested and A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number N00244-98-Q-0009 applies and is issued as a Request For Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46 and Defense Acquisition Circular 91-11. The standard industrial code is 7999 and the business size standard is $5.0 Million . The agency need is for a contractor to provide certified officials and support personnel (timekeepers, scorekeepers) for football, soccer, softball, volleyball, and basketball. This requirement is for a fixed priced contract as follows. Place of Performance: The services to be performed herein shall be performed at the Morale, Welfare & Recreation (MW&R) Naval Air Station North Island (NASNI) Athletic fields or gym, located on Coronado Island, San Diego, CA. Actual locations of games vary and will not be decided on until the formation of each event. Scheduling: Services will be performed in accordance with schedules provided by the MW&R NASNI Athletic Director, as modified by telephone notification in advance of changes, cancellation, or rescheduling. Period of Performance: (Upon award) through September 1998 (inclusive). Contracting Officer Representative: MW&R Athletic Director, BLDG 281. APPLICABLE RULES/REGULATIONS: a) Basketball National Collegiate Athletic Association (NCAA) rules 1997/1998. b) Volleyball United States Volleyball Association (USVBA) rules 1997/1998. c) Soccer Federation International Football Association (FIFA) rules 1997/1998. d) Softball Amateur Softball Association (ASA) rules 1997/1998. Local rules as furnished by the MW&R Athletic Director take precedence over the aforementioned regulations for each sport. Statement of Work: The contractor shall provide certified officials, timekeepers, and scorekeepers in accordance with the current league schedule for each sport. The contractor shall provide and use a game record verification form (sample to be provided upon request). This form is a two part form with a white cover sheet and a yellow copy. The form will be number controlled on NCR paper. The contractor shall submit a semi annual detailed balance sheet to the MW&R Athletic Director, certifying accountability of all funds used for payment. The contractor shall provide the Athletic Director with one (1) copy of the current rule book for each sport prior to commencement of season. Officials shall have current certification from the governing body and learn the local association rules for each sport. Officials, timekeepers and scorekeepers shall follow local and national rules (i.e. NCAA, ASA, USVBA, FIFA) and will wear the proper uniform for the sport they are officiating. The contractor shall provide supplies required by the officials, timekeepers, and scorekeepers (e.g. whistles, stopwatches, etc.) for the performance of the services specified. In addition, the contractor shall be responsible for all MW&R equipment (i.e. balls, bases, flags, cones, etc.) used in the conduct of the competition. Further, contractor will ensure that all officials and timers/scorers care for such equipment so as not to deface or damage it. Should it be damaged while in the custody of the contractor, the contractor agrees to pay the cost of repair or replacement. The contractor shall provide a list of participating officials to the MW&R Athletic Director prior to the start of the seasons. Only these officials will be authorized access to the athletic fields and gym. Officials shall be responsible for picking up and returning result slips. The result slips are supplied by the Athletic Director. Result slips must be turned in no later than the close of business the following workday after a game. Officials shall be responsible for relaying correct scores to the event director and in assisting with updating all league and tournament event brackets. Officials shall be responsible for lights on their assigned fields. Lights shall not be turned on until sunset and must be secured prior to leaving the field. Officials are required to provide representation at all league and tournament meetings scheduled by the Athletic Director to discuss rules and policies pertaining to that sport. The contractor shall provide a list of board of directors and commissioners with addresses and phone numbers to the Athletic Director within ten (10) days of commencement/receipt of contract. Officials, scorekeepers, and timekeepers shall arrive 20 minutes prior to the start of the scheduled game/s. Official league schedules will be provided to the contractor by the Athletic Director at least 10 days prior to the start of the applicable season for each sport. RESCHEDULED and FORFEITED GAMES: The contractor shall provide officials, timekeepers, and scorekeepers for reschedules games when notification from the Athletic Director's office has been received at least two (2) hours prior to game time. The Government will pay the full fee for each game in the event of forfeit by either or both scheduled teams unless the contractor is notified of the forfeit at least two (2) hours prior to game time. The Government will pay the full fee for each officiated game/match of regulation length, including overtime, extra inning/s, sudden death, etc., during the regular season and playoffs in accordance with the schedule. The Government will pay half of the full fee for each game postponed in the event of inclement weather or any other condition in which notification of said postponement has not been received by the contractor at least two (2) hours prior to game time. TARDINESS: When an official is more than 15 minutes late for a game, the said official will only receive one half of the negotiated fee. When the official arrives more than 30 minutes late, no fee will be paid for that game. PROTESTS: All protests will be handled as follows: a) After a protest is submitted per NASNI intramural instructions, the concerned official, sports commissioner or assistant, team representative, and Athletic Director will meet no more than three (3) days after the filing of the protest to arrive at a decision. b) If the game is upheld, the association will rework the replayed portion of the game at no additional cost to the Government. CONDUCT: Any abuse of an official by any individual involved in any sport, whether verbal or physical, will be dealt with per NASNI intramural by-laws. Conversely, any action taken by an official considered detrimental to the program will be dealt with per the association constitution and by-laws. A meeting between the concerned parties, sports commissioner or assistant, associated president, and Athletic Director will be held no more than three (3) working days of the incident to resolve the situation. INVOICING: Contractor must agree to invoice monthly in arrears for actual services performed.
