The work includes construct steel frame highbay maintenance facility with 2-and single-story lean-to structures; concrete piles and spread footing foundation; metal roofing; masonry walls and metal siding; metal deck with concrete fill; doors and windows; interior finishes; equipment including test tank, inductrial ventilation, and jib crane and monorail with hoist; fire protection; mechanical; air conditioning; electrical provision for Government-furnished/Government-installed bridge crane, hyperbaric equipment, and intrusion detection equipment; and incidental related work. Site development to include water, sanitary and storm sewer, electrical and communications distribution systems; security fence and lighting; boat ramp; floating pier; concrete pier; dredging; demolition of Building 691; utility tunnel and roadway sleeves for active fuel lines; asphaltic pavement overlay; and related work. Estimated cost is between $10,000,000 and $25,000,000. The performance period is 545 calendar days. THE SIC CODE FOR THIS PROCUREMENT IS 1542 AND THE ANNUAL SIZE STANDARD IS $17.0 MILLION. This procurement is UNRESTRICTED. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the offeror proposing the best value to the Government from a technical and price standpoint. Price is considered equal to the technical evaluation factors. Technical evaluation factors are as follows: (1) Construction Management Plan; (2) Construction Experience; (3) Management Experience; and (4) Past Performance. Large business concerns are required to submit a Small, Small Disadvantaged, and Women-Owned Small Business Subcontracting Plan. Award of this contract is subject to Congressional approval of FY98 Supplemental Appropriation.
