917-2371 The U.S. Secret Service, acting as the Department of Treasury
Executive Agent for wireless programs, is conducting a study to
determine the willingness of vendors to LEASE land mobile radio
equipment and accessories to the Government. This RFI is for mobile
(vehicular) and portable (hand-held) land mobile radio equipment only.
Equipment must meet the following technical criteria: 1. Narrow-band
digital equipment conforming to TIA /EIA 102 series documents 2. VHF
(138-162 MHz) (162 174 MHz), or UHF (406.1 420 MHz) (450-512
MHz)(806-940 MHz) 3. Capable of operating 25 kHz (16KF3E) analog mode.
The Government is interested in equipment that can operate with
existing federal systems using 25 kHz analog, DES, multi-key, OTAR as
well as equipment that only conforms to DES, multi-key OTAR
functionality specified in the TIA/EIA 102 series documents. The
Government is interested in equipment that can be configured to operate
in a conventional only, trunked only, and/or dual, i.e. conventional
and trunked mode. The Government is also interested in hearing from
vendors who build mobile and portable radios that conform to
international standards such as, but not limited to, TETRA and the many
proprietary systems used by state and local public safety agencies. The
Government anticipates a need for the following accessories: 1.
Software to program the radios 2. Single unit and multi battery
chargers 3. Spare batteries 4. Surveillance harness with microphone and
ear piece 5. Surveillance mode radios (i.e. body wires) 6. Belt clips
7. Antennas for both mobile and portable radios 8. Vehicular adapters
for hand-held units 9. Mobile radio installation hardware. Note:
Vendors may identify other hardware, firmware, or software needed to
properly install, operate, and/or program their mobile and portable
radio offerings. The Government desires the vendor perform all
equipment repairs. If the required repairs cannot be completed in a
24hour period the defective unit shall be replaced. The Government
desires access to vendor technical support personnel between the hours
of 7 a.m. to 5 p.m. Eastern Standard Time, Monday through Friday.
Vendor technical support should be provided via an 800 number. The
Government is interested in determining if leasing equipment to meet
surge requirements and/or special operational needs is a cost-effective
method of obtaining these assets. Thus the Government anticipates a
lease term from one month to as long as one year. The Government would
consider a longer term lease provided the terms and conditions of such
a lease result in significant costs savings, improved flexibility, or
results in other operational improvements. The Government seeks
comments concerning: 1. Advantages and disadvantages of leasing mobile
and portable land mobile radio equipment from your company's
perspective 2. How your company would meet the criteria specified in
this RFI (include product information) 3. Your terms and conditions for
leasing, (4) pricing information associated with the various equipment
and lease periods (e.g., quantity discounts, monthly and yearly
rates), and (5) information is requested on changeover for newer
generation equipment and upgrades of technology. If your company
currently leases radio equipment commercially or to other government
agencies, please provide customer references. The Government will
accept vendor input concerning leasing of base stations, repeaters,
consoles and other systems level equipment/components. Any eventual
contract may provide equipment and support to U.S. Treasury and other
Federal Executive Agencies. An original and three copies of responses
shall be submitted by 3 p.m. EST, November 26, 1997. The responses
shall be submitted to the U.S. Secret Service, Information Resource
Management Division, Wireless Radio Program, Attention: Randy Carter,
Suite 1000, 1800 G Street, NW, Washington D.C. 20223. All information
and material shall be made available at no cost to the Government. This
is not a Request for Proposal and is not a commitment by the
Government. No award will be made based on this announcement. If a
requirement results from the information gathered through this
advertisement, the procurement will be handled in accordance with the
