Architectural/Engineering (A/E) services are required for design of
miscellaneous construction, repair and maintenance projects and/or
studies at the Naval Surface Warfare Center Dahlgren Division,
Dahlgren, Virginia. An open-end contract will be issued for a period of
one year with a one-year extension option that may be exercised by the
Government. If exercised by the Government, A/E will receive official
notice within 60 days prior to the end of the first year. The
estimated contract amount will not exceed $250,000 for each year.
Individual fees for any delivery order may not exceed $99,000. Each
delivery order, or project, will be a firm fixed price A/E contract.
Services shall include, but not be limited to, conducting site
investigations, surveys, and preparation of technical reports, studies,
concepts, schedules, drawings, specifications and cost estimates for
projects. If asbestos or other hazardous materials exist in area of
project, A/E shall be required to identify, evaluate and recommend
alternate methods for disposal of this material in accordance with
applicable rules and regulations. The selected A/E is required to
participate in a pre-fee proposal and site visit meeting within seven
days of notification of each new delivery order and provide a fee
proposal within ten days after the site visit. Initial project will be
a 3000 GSF pre-engineered metal building addition to the General
Library, building B-1194. Selection will be based on the following
criteria which are numbered in order of importance: (1) Specialized
experience and technical competence of the firm and staff assigned to
contract, including training and in the field experience with planning
and construction of RDT&E facilities; (2) Professional qualifications
of the firm necessary for satisfactory performance of required
services; (3) Capacity to accomplish the work within Government's
required time limits regardless of the firm's other workload; (4)
Existence of a well established Quality Assurance plan within the
firm's normal operation; (5) Past performance on contracts with
Government agencies and private industry in terms of cost control,
quality of work, and compliance with performance schedules; (6) Firm's
capability to produce contract specifications using latest versions of
the Navy Guide Construction Criteria Base Software and to produce
Construction Drawings using ACAD (release 12 or greater) software
specifications consistent with the latest format; (7) Demonstrated
success in prescribing the use of recovered materials and achieving
waste reduction and energy efficiency in facility design; (8) Location
of firm within the general geographical area of the Naval Surface
Warfare Center Dahlgren Division Dahlgren Virginia; and (9) Demonstrate
Commitment to small business and to small disadvantage businesses,
historically black colleges and universities, or minority institution's
performance of the contract, whether as a joint venture, teaming
arrangement or subcontractor. Each A/E firm's past performance and
performance ratings will be reviewed during the evaluation process and
can affect the selection outcome. A/E firms which meet the
requirements listed in this announcement are invited to submit one copy
each of the completed Standard Forms 254 (unless already on file) and

business on the 30th day from the CBD publication date (including the
CBD publication date) will be considered. Should the due date fall on
a weekend or an official Government holiday the current SF-254 on file
with this office may also be considered. Interested firms are
requested to include telefax numbers on their SF-254 and SF-255. This
is not a request for proposal. The Standard Industrial Classification
Code is 8712. The related small business size standard is $2.5 million.
This procurement is open to all business concerns. Small Disadvantaged
businesses are encouraged to submit. SITE VISITS WILL BE ALLOWED. THIS
