Glitz, Contracting Officer at 301-443-4980 The Center for Substance
Abuse Prevention (CSAP), in the Substance Abuse and Mental Health
Services Administration (SAMHSA), is soliciting a contractor that has
the technical capability to maintain the National Laboratory
Certification Program (NLCP) as specified in the Mandatory Guidelines
for Workplace Drug Testing Programs published in the Federal Register
on June 9, 1994. The NLCP ensures that Drug Testing Results reported by
laboratories for federal agencies and for industries regulated by the
Department of Transportation and the Nuclear Regulatory Commission are
scientifically and legally supportable. There are approximately 70
Certified Laboratories currently participating in the NLCP. This
contract will supply the technical evaluations and reports CSAP/SAMHSA
requires to ensure complete oversight of NLCP. The contractor will be
required to prepare performance testing samples, technical evaluations
of the results on the performance testing samples, maintain a
semi-annual laboratory inspection program, prepare technical reports,
and conduct various administrative tasks. In addition, the contractor
will participate in the inspector training courses, develop special
reports, and conduct special projects. The NLCP is a self-supporting
program and the contractor collects fees from participating
laboratories to offset the costs associated with the application
process, performance testing, and inspection program. This acquisition
is to be procured under Full and Open Competition, and includes a five
year period of performance. Only written requests for copies of the
solicitation will be honored if received within twenty (20) calendar
days after issuance of the Solicitation. Requests received after this
period will be filled on first come first served basis until the supply
is exhausted, however, there is no assurance that copies requested
after the twentieth day will reach the requestor before the due date
for receipt of responses. To receive a copy of the RFP, please supply
this office with two self-addressed mailing labels. Written requests
shall be forwarded to the attention of the Contract Specialist,
Division of Contracts Management, Office of Program Services, SAMHSA,
5600 Fishers Lane, Rockwall II building, Rm 640, Rockville, MD 20857.
Estimated issuance date of RFP -- 277-98-6015 is November 7, 1997 and
responses are anticipated to be received in the Contracting Office by
December 9, 1997. All responsible sources may submit a proposal which
shall be considered by SAMHSA. Telephone requests will not be honored.
No pickups will be permitted. This solicitation may be obtained in
either of two ways; electronically, by downloading a file from the
SAMHSA Bulletin Board System (BBS) at 1 (800) 424-2294 (8,N,1) or by
mail. Files will not be made available on the BBS until on or after the
estimated issuance date. Download instructions are posted on the BBS.
Once downloaded, you should determine if you have a continuing interest
in the RFP. If so, you must either write the individual identified
above that youwish copies of amendments to the RFP (if any) sent to you
by mail or check the BBS regularly for amendments which will also be
posted there and can be downloaded electronically. You may choose
either method for obtaining amendments. Note, however, that if you rely
on the BBS for obtaining amendments, at this time we have no way to
assure, and will therefore assume no responsibility for assuring, you
