The U.S. Department of Energy (DOE) seeks sources which can provide
non-scheduled, on-demand air transportation services for both passenger
and cargo aircraft. The primary mission of DOE/AL is the research,
development, production/dismantlement, safety and surveillance of
nuclear weapons for the United States. DOE owns, leases, or charters
aircraft to support its statutory missions. The aviation services
required under this contract include the air transportation of: (1)
general, hazardous, classified, and time critical materials between
various destinations within the DOE complex, including military
destinations, and other government and civil destinations; and (2)
special passenger flights between military and civil destinations for
management, engineering, administrative, and technical personnel.
Operations outside of the continental United States may be requested.
Prospective bidders may bid on either or both items for cargo service
or passenger/small freight service. DOE cargo operations are normally
conducted with its DC-9 aircraft and passenger operations are conducted
with either a Lear-35 or a Beech 200C. There are occasions where 20 to
70 passengers may be transported on the DC-9 aircraft. The requirement
will be awarded under full and open competition. For information
purposes, the assigned Standard Industrial Classification (SIC)Code for
this procurement is 4522 with a corresponding size standard of 1500
employees. Based on the responses received, notice is hereby given that
the Government may set the procurement aside for small businesses. Only
