selection contract in which the selected contractor shall provide
complete coordination of all necessary construction services. The scope
of this project requires all construction activities necessary to build
a new child care center, including a playground area, within the Harold
Washington Social Security Center. The project includes but is not
limited to providing all labor, materials, equipment, and supervision
required for the demolition of existing interior and exterior spaces,
and the alteration of the existing spaces through new construction and
build-out including excavation, concrete, fencing, landscaping,
playground installation, site drainage, irrigation, metal roofing,
insulation, glass and glazing, plumbing, heating and cooling, lighting
and power doors and door hardware, interior partitions, and interior
finishes including new ceilings, vinyl coverings, painting, ceramic
tile, carpeting, millwork, and cabinetry. The work can furthur be
described as including civil, structural, architectural, HVAC,
plumbing, electrical, security, and fire protection. Optional work may
be included for the installation of Government furnished commercial
grade kitchen equipment. The estimated construction cost is $1 to $5
million. The estimated construction period for this project is 270
calendar days. Funding is currently available. This solicitation is
open to all business concerns. Closing date and time of submittal of
offers is 12/17/97. A two-phase evaluation process will be used for
this solicitation. The evaluation of technical proposals will be done
on a go, no-go criteria set forth in the Request for Proposal(RFP),
Once firms have been determined technically acceptable, a price
proposal and a subcontracting plan will be submitted as part of Phase
II of the evaluation. The Government intends to evaluate proposals and
award a contract without discussions with offerors IAW FAR 52.215-16
Alternate II. Price will be the only factor upon which proposals are
compared to each other (once proposals havebeen determined to be
technically acceptable), and price will be the sole basis for the
decision. A pre-proposal conference will be held; date and time will be
published in the RFP. The RFP will be available on or after 11/06/97.
