Commissary-Facility at NCBC Gulfport MS, Solicitation Nr.
F41689-97-B-0011, POC John D. Clayborne, (210)652-3838/3839. The
project includes but is not limited to the following: Construction of
a new 2,528 SM commissary store. The facility will have a sales floor,
department, frozen foods area, operation support area and a
staging/receiving area. Construction will include a refrigeration
support system with automatic monitoring and alarm system. Also
included are emergency and general lighting and customer/employee
parking area, a screened truck unloading area, utilities and
communication systems. The project will be constructed to satisfy
current energy conservation policies, standards and regulations.
Mechanical ventilation will be used where required, heat recovery is to
be used where possible, backed up by self contained systems. Air
conditioning of the sales area, computer room and administrative
offices is required. Reclamation of cold air spill over from display
cases will be used in conjunction with the air conditioning system.
Refrigeration system will utilize environmentally safe refrigerants.
Accessibility for handicapped will be provided. The magnitude of
construction is between $1 million and $5 million. This solicitation
will use the guidelines of the Two Step Sealed Bidding, FAR 14.5. All
responsible and interested parties will be required to provide a
technical proposal in Step One of this process. The technical proposal
will be used to determine which contractors are technically acceptable
to proceed to Step Two, which will be providing a bid based on the
Government's drawings and specifications. Technically acceptable status
will be based on contractors meeting or exceeding the following
criteria: Experience and Past Performance, Construction Management
Ability and Qualification of Key Personnel. Each of the criteria has
equal value. Award will be made to the responsible, technically
acceptable contractor which provides the lowest bid. The Request for
Technical Proposal package will be available on or about 06 Nov 97. Bid
