Protection Agency, Office of Research and Development, National Center
for Environmental Assessment, requires technical and scientific
support in the creation and analysis of a statistical database for
studies of health effects in air pollution in Philadelphia during the
1991-1994 period. The proposed contract action will require the
contractor to have access to or acquire three data bases which shall be
integrated as part of the study: (1) daily data on airborne thoracic
particles (PM10) from two or more monitoring sites, and other air
pollution data from these sites; (2) daily data on one or more
spatially dis-aggregated health endpoints that will allow some measure
of assignment of health endpoints to spatially dis-aggregated air
pollution data, using methods to be developed by the contractor; (3)
meteorological data appropriate to characterize weather and climate
effects on the health endpoints. The Contractor shall perform
statistical analyses appropriate to formulation of a computer
simulation model that will allow assessment of the role of spatial
heterogeneity in a regional spatially disaggregated daily time series
analysis of the health endpoint. This project is a pilot study to
evaluate the feasibility of developing spatially disaggregate
epidemiology models in urban areas with multiple particulate matter
monitoring stations. The SIC code is 8742. The Government anticipates
the award of a fixed-price contract for the project. The EPA intends to
issue a request for a written quotation (RFQ) which will include
technical evaluation criteria. The anticipated release date for the RFQ
is November 6, 1997. All responsible sources may issue a written
quotation which will be considered by the Agency. Requests for the RFQ
