plans to issue a Request for Quotation (RFQ) for modifications and
transition of data from an oceanographic database of in situ and
simulated in situ 14C-based primary productivity measurements. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/GSFC intends to obtain these services from
Brookhaven National Laboratory, P.O. Box 5000, Upton, New York,
11973-5000. This work is critical to the development of productivity
algorithms for the NASA SeaWiFS/MODIS ocean color sensors and the
intercalibration of these algorithms within the scientific community is
the establishment of common, high quality productivity databases of
oceanographic measurements. It is essential to provide the continuity
required for advancements in algorithm development. The overall purpose
of this task is to modify the current database, incorporate additional
methodologically consistent data into the database, and prepare the
database for transition to the SCF at NASA. An oceanographic database
of in situ and simulated in situ 14C-based primary productivity
measurements has been assembled and utilized for algorithm development
at Brookhaven National Laboratory (BNL). This database has the
advantage of being relatively consistent methodologically in the
measurement protocols used between studies. The database also includes
measurements of sea surface temperature, euphotic depth, surface
irradiance, and chlorophyll concentrations, as well as geographic
location and date. The data archive will be distributed through the
Science Computing Facility (SCF) at NASA, and BNL would have the
availablity in spreadsheet or database format through their homepage on
the WWW. BNL already possesses the knowledge and experience required to
complete this work successfully and efficiently. The Government does
not intend to acquire a commercial item using FAR Part 12. See Note 26.
Interested firms have 30 days from the publication of this synopsis to
submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
30 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. All responsible sources
may submit an offer which shall be considered by the agency. An
