301-415-6578 The U.S. Nuclear Regulatory Commission (NRC) intends to
negotiate on a sole source basis with Information Handling Services,
Inc. (IHS) to provide a monthly microfiche service to produce and
distribute microfiche copies of NRC's Final Safety Analysis Reports
(FSAR) and the Updated Safety Analysis Report (UFSAR) for all operating
nuclear power reactors and all nuclear power reactors under
construction. This requirement is being negotiated on a sole source
basis because IHS contends that the indexing scheme that the NRC has
used for more than ten (10) years for organizing the microfiche is
proprietary to IHS. NRC must use this indexing scheme when adding more
documents to the existing microfiche library. As a result, NRC is
unable to procure the required services on a competitive basis. (Note:
All documents filmed and the microfiche produced under the resultant
contract shall remain the sole property of the NRC which will allow for
a competitive procurement for any follow-on contract.) In addition to
producing microfiche copies of NRC's FSARs, the contractor shall be
able to provide NRC with the option to convert and update the paper
FSARs using an electronic or optical medium such as CD-ROM or optical
disk. The maximum document size to be filmed will be an engineering
drawing (5'x 4'). The majority of the documents (approximately 90
percent) to be filmed are standard 8-1/2" by 11" or smaller. The
remaining ten percent will range from over 8-1/2" by 11" to 5" by 4".
All documents must be filmed right-reading, comic mode, unless
otherwise specified by NRC. Bound documents may be guillotined. NRC
will provide the contractor with the required paper copies to be
microfiched and/or updated for the revised pages. The contractor shall
provide all personnel, facilities, equipment, materials, and services
necessary to satisfy this requirement. The period of performance is
two (2) years. Interested respondents shall submit detailed information
concerning their capabilities. Telephonic requests will not be
considered. Responses providing insufficient information for evaluation
