The Federal Emergency Management Agency, National Emergency Training Center, Emergency Management Institute, has a requirement to design and develop course materials for a performance based Alternate Delivery Methods course. The contractor shall be required to (a) attend meetings, pilot course offerings, training and debriefing sessions (b) develop task lists, precourse materials, job aids and evaluation tools. As part of their quote submission, the contractor shall document the company's experience in developing training for Alternate Delivery Methods (ADM) as well as their experience in utilizing the Instructional System Design (ISD) approach to ADM. The contractor shall also be required to submit a detailed work plan indicative of how it intends to perform the services required in the Statement of Work. The period of performance for this requirement will be from date of award through September 30, 1998. A firm-fixed-price purchase order, using Simplified Acquisition Procedures (actions estimated under $100K) is anticipated. Award will be made on a "Best Value" to the Government basis. The Request for Quotation package will be available on or about November 7, 1997. Quotes will be due on or about November 24, 1997. The anticipated award date is December 9, 1997. This procurement is a 100% Small Business Set-Aside.
