The Government anticipates awarding a sole source contract to Lockheed Martin Aeronautical Systems, 86 South Cobb Drive, Marietta, GA. 30063 for the full scale fatigue test on the S-3 aircraft. Lockheed is the designer, developer and sole manufacturer of the S-3 and is the only source that has the required technical expertise and facilities to provide the services and supplies in a timely manner. The effort includes performing detailed analytical analyses (S-3B/ES-3A design fatigue spectra, S-3B/ES-3A fatigue analysis of critical locations, S-3B test fatigue spectra, and jack loads), selection of aircraft test article, rework of aircraft to production configuration, test fixture design and fabrication, aircraft fatigue test, coupon testing, component testing, and post test teardown and analysis. The contractor shall also perform detailed planning, analysis (loads, static strength, and fatigue), and design (including tooling) required to modify the S-3 inner wing rear spar and to incorporate the S-3 Service Life Extension Program (SLEP) kit in support of the full scale fatigue test. The contractor shall provide associated technical drawings and documentation and integrated logistics support for these efforts. The contractor shall fabricate the associated kits and tooling, conduct a prototype installation, and validate/verify the technical data packages. The contractor shall generate algorithms to convert S-3 Structural Data Recording Set (SDRS) data to fatigue life expended. The contractor shall also baseline the fatigue life expended for all S-3B/ES-3A in the current inventory based upon the new fatigue spectra for all fatigue life expended prior to SDRS data.
