requirement for a Simplified Acquisition for a requirements contract
for concrete and polarset additive for the period date of award through
30 September 1998. I. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the Format in FAR 12.6,
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; written quotations are
being requested and a written solicitation will not be issued. II. This
solicitation number is N00161-98-Q-0024 is issued as a request for
quotation (RFQ). III. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular (FAC) 46. IV. FAR 52.219-6, Notice of Total Small Business
Set-Aside is hereby incorporated. The Standard Indistrial
Classification code is 3273 and the small business size standard is
500. V. A list of contract line item numbers and items, quantities,
units of measure and descriptionof requirements for the items is: Clin
0001 Requirements contract for the period date of award through 30
September 1998 for an estimated amount of 325 CD of concrete, 3,000 psi
w/4" slump. Minimum order per delivery will be 7 CD and maximum order
per delivery will be 100 CD. Delivery location will be cited on each
individual delivery order. Clin 0002 Estimated amount of 50 CD of 1%
Polarset accelerator additive used during cold weather. VI. F.O.B.
Destination: Deliveries to be made to various locations at the U. S.
Naval Academy and the U. S. Naval Station, Annapolis, MD. 21402. VII.
FAR 52.212-1 Instructions to Offerors-Commercial Item, is incorporated
by reference and applies to this acquisition. VIII. Evaluation: The
Government will award a purchase order resulting from this
solicitation/request for quotation to the responsible offeror whose
quotation conforming to the solicitation will be most advantageous to
the Government, price and other factors considered. The following
factors shall be used to evaluate quotations: (i) technical capability
of the item/service offered to meet the Government requirements and
(ii) price. Technical is approximately equal to price in terms of
evaluation. IX. Offerors shall include a completed copy of the
provision at FAR 52.212-3, Offerors Representations and Certifications
Commercial Items, and DFAR 252-212-7000 Offeror Representations and
Certifications-Commercial Items with its written quotation. X. FAR
52.212-4, Contract Terms and Conditions-Commercial Item is incorporated
by reference and applies to this acquisition and resulting purchase
order. The following terms and conditions are added as an addendum to
this clause: Type of Purchase Order. The Resulting purchase order will
be a firm fixed price purchase order. XI. FAR 52.212-5, Contract Terms
and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items is incorporated by reference, however only the
following provision within the clause apply to this acquisition:
