NASA Langley Research Center plans to issue a Request for Quotation (RFQ) for CCD Camera with the following specifications: 12 micron square pixel pitch, ultraviolet enhanced back-illuminated, split frame transfer architecture, utilize two readout amplifier channels, operate in MPP mode, optimized for 2 Mhz readout rate, provide an air cooled thermoelectric cooler, provide a CCD with 1024x2048 total pixels with 1024 x 1024 active pixels and 1024 x 1024 image storage, full well of at least 85000 electrons, frame rate of at least 2 Hz, readout noise of 12 electrons or less, spectral range of 300 to 400 nano meters, analog to digital conversion resolution of at least 14 bits, electronic shutter. PixelVision model number PV10KB-US2MITC/NT and a multiple-input digital framegrabber using Cypress hot Link transmission standard. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA LaRC intends to purchase the items from PixelVision, Inc. Model Number PV10KB-US2MITC/NT on a sole source basis to be used in a geosynchronous, spaceflight instrument. The sole source procurement is based on this being the only CCD Camera that has a 14 bit analog to digital converter resolution and an electronic shutter feature. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
