Engineering/Consulting services for technical assessment of the steam
generating systems for each of the eleven locations of the New England
Network of the VA Hospitals in VISN 1 -- Connecticut(Newington, West
Haven), Maine(Togus), Massachusetts(Bedford, Boston, Brockton, North
Hampton, and West Roxbury), New Hampshire(Manchester), Rhode
Island(Providence), Vermont(White River Junction). Assessment will
include the following factors: 1. Age and condition of major components
of the system/remaining useful life. 2. Current and projected load
requirements vs capacity. 3. Evaluate distribution system for energy
conservation/savings opportunities. 4. Maintenance needs, both current
and projected. 5. Suitability and availability of fuel
storage/distribution systems. 6. Any other distinguishing factors
including EPA issues, FEMP initiatives, co-generating potential,
possible alternative generating systems utilizing new technology. These
factors will be considered in an objective methodology to arrive at a
prioritized upgrade/replacement plan for the entire New England
Network. The report will include estimated costs, potential payback and
any other pertinent information. Selection will be based on recent
specialized experience, professional capacity to accomplish work in the
required time, professional qualifications of staff and consultants
assigned to contract, and past performances of contract with Government
Agencies and private industry in terms of cost control, quality of work
and compliance with performance schedules. Area of consideration is
restricted to firms within the New England area. Interested firms shall
submit appropriate data (SF 254/255) described in Note 25 no later than
November 26, 1997. This is not a request for proposal. This
solicitation is unrestricted. Award of this project is subject to the
