(301) 496-6546 The Research Documentation Section, Information Systems
Branch, Division of Research Documentation (DRD), National Institutes
of Health (NIH), carries out programs and administrative functions
which require that source documents be converted to machine readable
form. The data entry function will be recurring in nature. Each source
documents will be batched by the Government in units of 25 per batch.
Each source document is a scientific description of work that will be
done by the grant recipient. While the number of characters per source
document will vary, the "average" document will consist of
approximately 2,700 characters. The contractor will be responsible for
providing a mechanism for quality control that insures accurate
transfer of data, correct spelling, elimination of duplicates, and
other error-checking protocols as needed. The Project Officer and the
contractor will agree upon a single fixed day of the week and time of
day for pick up of source documents and delivery of completed work by
the contractor. The location for pick up and delivery will be provided
within the Statement of Work. The number of batches per week for pick
up will normally be eight, but the Government may raise the number of
batches per week as needed. The contractor will be required to have
completed data entry and data verification within 7 calendar days of
pick up, for conversion to ASCII text or MS Word, at which time the
contractor must deliver to the Program Manager, electronicaly via file
transfer protocol (FTP) to the NIH on a chosen day after the award
made. The contractor will convert on average eight (8) batches per week
(200 documents/week). The period of performance will be for one year
from date of award with two successive one year option periods. All
responsible sources may submit a proposal which will be considered by
the DRD. Note: This procurement is a Small Business Set-Aside. Requests
