negotiate on a sole source basis with The H. John Heinz III Center for
Science, Economics and the Environment, Washington, DC to assess the
current state of coastal hazard and risk information; identify current
methodologies, models, and standards used in risk and vulnerability
assessment; determine priority issues relating to coastal risk and
vulnerability; develop a framework for a national approach to coastal
risk and vulnerability assessment; contribute to the development of
standardized criteria and methodologies for use in a national approach
to coastal risk and vulnerability assessment; and explore mechanisms
for incorporating risk and vulnerability assessment criteria into
policy and implementation programs (hazard mitigation, coastal zone
management, land use planning). Identify the factors to be included in
measuring the true costs of disasters; identify methods for
quantifying costs; discuss issues associated with the use of true cost
factors in justifying hazard mitigation cost effectiveness; and
explore mechanisms for incorporating true cost definitions and factors
into policy and implementation programs, for the NOAA, Coastal
Services Center, Charleston, SC. Period of performance is January 1,
1998 through December 31, 1998. Authority: 41 USC 253(c)(1). H. John
Heinz III Center for Science, Economics and the Environment is the only
known source capable of performing the required assessments. The
proposed contract action is for supplies or services for which the
Government intends to solicit and negotiate with only one source under
authority of FAR 6.302. Interested persons may identify their interest
and capability to respond to the requirement or submit proposals. This
notice of intent is not a request for competitive proposals. However,
all proposals received within thirty days after date of publication of
this synopsis will be considered by the government. A determination by
the Government not to compete this proposed contract based upon
responses to this notice is solely within the discretion of the
government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
procurement. Evidence must be provided of ability to provide the
required assessments. Copies of the solicitation will only be provided
in response to written or faxed requests received directly from the
