jathanas@usaid.gov. USAID/Egypt is seeking Expressions of Interest from
U.S. citizens only for a personal services contract for the position of
Contract Specialist on a temporary basis for the Office of Procurement,
U.S. Agency for International Development, Mission to Egypt,
(USAID/Egypt). The services will be acquired via a purchase order. The
contractor's experience will be evaluated as it relates to the
services requested. USAID procurement experience is not essential but
it is preferred. ARTICLE II -- Description/Statement of Work: C.1.
General Scope. The Contractor shall provide technical assistance to the
Office of Procurement, USAID/Cairo, necessary to execute the full range
of procurement actions including but not limited to: personal services
contracts (PSCs) and modifications to personal services contracts,
purchase orders, delivery and task orders, grants/cooperatives
agreements, fixed price and cost reimbursable contracts and other
miscellaneous administrative modifications to procurement instruments.
Specifically, the Contractor shall conduct negotiations, prepare award
documents and file documentation for the Contracting Officer's review
and signature as more fully described below. The Contractor will also
be available for consultation on contracting issues with technical
staff. In addition to the execution of contracts and modifications as
identified above, the contractor will also research issues contained
in, and draft responses to, miscellaneous items of correspondence as
assigned. Examples include, but are not limited to: subcontract consent
requests, salary approvals, equipment approvals, etc. on a wide variety
of contract/assistance awards. C.2. Specific Tasks. Specific duties to
be performed by the Contractor include the following: A. Preparing
PSCs, purchase orders, PSC and administrative procurement
modifications. B. Analyzing Requests and other documents requesting
D/PROC action and obtaining necessary clarifications from the
requesting technical office. C. Making recommendations for corrections
to requesting documents when they are inadequate, inappropriate or
significant documentation is missing. D. Preparing the award, including
reviewing the statement of work, budget, necessary terms and conditions
and applicable provisions and clauses. E. Analyzing proposals,
including obtaining a pipeline analysis where appropriate. F. Ensuring
that all necessary certifications for given actions are requested and
obtained. G. Conducting negotiations and documenting them in a
"Memorandum of Negotiation". H. Preparing the award documents for the
Contracting Officer's signature including incorporating and making
requested revisions, changes, and corrections to the award document. I.
Properly assembling and completing the award file for Contracting
Officer review to include incorporating and making requested revisions,
changes, corrections to the file. J. Presenting the award file and
obligating document with a recommendation for approval and signature to
the Contracting Officer for review and signature. K. Ensuringproper
distribution of executed award documents (usually accomplished by a
secretary) following signature. L. Performing procurement
administration functions (such as providing review, recommendation and
drafting of correspondence for Contracting Officer signature on
contractor or project office requested administrative award approvals,
and clarifying award terms and provisions to awardees and project
officers) as assigned by the Contracting Officer. M. The Contractor
shall also be knowledgeable and competent in the use of USAID Handbooks
and other reference sources, developing negotiation positions and award
budgets, preparing award support documentation, making determinations
concerning the appropriateness of subcontracting or subgranting,
reviewing proposals for price reasonableness, and assisting in the
resolution of controversies under acquisition and assistance
instruments. N. The Contractor shall serve as an advisor to Strategic
Objective teams, and Result Package teams during request preparation
and the formulation of statements of work. C.3. Utilization of
Regulations Reference and guidance materials to be used by the
Contractor in performing the duties described in this Order shall
include, but not be limited to, the following: Automated Directives
System (ADS), Federal Acquisition Regulations (FAR), USAID Acquisition
Regulations (AIDAR), Contract Information Bulletins (CIBs), USAID
Handbooks. C.4. Utilization of the Agency's New Management System (NMS)
The contractor may be required to become trained on the Agency's New
Management System (NMS), and, if so, will be required to utilize NMS in
the management of his/her workload and the execution of the award
documents and supporting documentation. C.5. Performance of this order
shall be in accordance with all applicable laws and regulations,
including but not limited to 29 CFR 1614. Submissions shall be reviewed
in conjunction with C.2., Specific Tasks and in accordance with the

only. There are currently no funds available for the position, the
position has not yet been approved, and the U.S. Government is under no
obligation to award a contract based on this notice. However,
USAID/Cairo reserves the right to make a selection based on expressions
of interest received from this notice if award is to be made within
