Contracting Officer This is a combined synopsis / solicitation for
commercial items prepared in accordance with the format in subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation. Proposals
are being requested and a written solicitation will not be issued.
This solicitation is issued as a Request for Quote (RFQ), solicitation
number is F0561198Q0233, offerors must comply with all instructions in
far 52.212-1 with submittal of bid. This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-2. The Standard Industrial Classification
number is 4953 and the business size standard is $6 mil. This proposed
purchase order will be Unrestricted. Women owned businesses are
encouraged to submit proposals. Period of Contract:01 November 97 or
date of award, whichever is later, through 30 September 98,Line Item
0001: Sludge pick-up, transport and dispose. Annual est quantity
504,000 gallons, $__ __ __ ___/gallon, Total Price $__ __ ___ .
Contractor must provide all personnel, equipment, transportation,
tools, materials, supervision and other items or services necessary to
remove treated sludge from the anaerobic digester at the Wastewater
Treatment Plan at the USAF Academy, transport and land apply the sludge
on the USAF Academy's designated area. The contractor shall provide the
required services on an "on call" basis, Monday through Friday, during
the hours 7:00 A.M. to 4:30 P.M. as requested by the Quality Assurance
Evaluator (QAE). Prior to commencing work the contractor shall
coordinate the work with the QAE. Contractor will remove up to
approximately 42,000 gallons per call of treated sludge (biosolids)
from the anaerobic digester at the Wastewater Treatment Plant about
once or twice each month. The contractor shall begin performance on
each call within one (1)working day of the Government's request to
complete this service. Sludge removal shall be completed within two (2)
days, by pumping 21,000 gallons over an 8 hour period on the first day
and 21,000 gallons over an 8 hour period on the second day, truck
capacity can not exceed 3000 gallons per load. Wastewater Treatment
Plant personnel shall be responsible for opening and closing all
discharge valves located at the digester facility at all times. Truck
operator and sludge handler will only control the valve at point of
draw, located at the drawing beds. Contractor will transport the sludge
to the land application area designated by the QAE. Contractor shall
evenly apply the sludge over approximately 50 acres, of the 700 acre
tract, for each 40,000 gallons of biosolids. that Environmental
personnel will mark with lath and flagging. The contractor shall apply
the sludge in a north-south direction. Contractor shall furnish, at
time of contract award, a copy of all applicable and necessary permits
to perform thesetasks in compliance with federal, state and local
regulation, in particular for transporting and disposal of sludge to
the Contracting Officer. Contractor shall insure that all vehicles are
maintained and in sanitary condition before and after completion of
performed tasks. Each offeror shall provide technical information as to
what their proposal includes. The Contractor shall provide
certification that the contractor maintains a sufficient staff of
trained personnel capable of performing this service; possession of all
required local, state and federal licenses, permits and certifications
from the State of Colorado; Evidence acknowledging responsibility for
providing employees with distinctive uniforms and visual
identification; Contractor shall be responsible for providing own
equipment; i.e., vehicles, tools, materials, etc.; The contractor shall
provide a contingency plan for providing services for the USAF Academy
in the event of contractor caused delays (mechanical failure, etc.);
Contractor must provide with quote a Quality Control Plan that will be
used in the performance of this contract. The contractor shall not be
held responsible for government caused delays ; FOB Destination, USAF
Academy, Colorado. The provisions at FAR 52.212-1, Instructions to
Offerors-Commercial (Oct 1995) is incorporated by reference and applies
to this acquisition. ****NOTE**** Vendors are STRONGLY encouraged to
use the Standard Form 1449 as the first page of their offer/quote/bid
and completely provide the requested data for all blocks. If you chose
NOT to use the Standard Form 1449, you are cautioned to complete and
provide with your written offer/quote/bid all the data requested by FAR
52.212-1. Failure to do so may render your offer/quote/bid as
non-responsive and may eliminate you from consideration for award The
provision at FAR 52.212-2, Evaluation -- Commercial Items (Oct 1995)
applies to this acquisition with all offers being evaluated against the
following factors in descending order of importance: 1) Technical
Capability, 2) Past Performance, and 3) Price. Contractor must provide
a narrative paper to illustrate Technical and Past Performance
capability. Technical capability of the proposed items offered shall be
evaluated to determine if the service offered meet the specifications
set forth in this solicitation and as outlined below. NOTE 1: Technical
capability is more important than price. Offerors who fail to meet the
technical requirements as setforth above may be considered
nonresponsive to the Request for Proposal. NOTE 2: The above items will
be graded using the following criteria: (1) Does not meet the standard
(-), (2) Meets the standard (0), (3) Exceeds the standard (+). The
offeror who has the best combination of (+) and (0) marks on the
evaluation criteria scoring and is considered to be most advantageous
including price to the Government will be considered the apparent
awardee. The following evaluation factors will be used in determining
the contractor's Technical ability to perform the services required: A.
Summary of Services Proposed: Has the offeror demonstrated a clear
understanding of all the requirements of the Statement of Objectives
(SOO)? Has the offeror proosed services that cover all the requirements
of the SOO? Does the offeror's proposal provide sufficient information
to indicate offeror has the capability and experience to perform the
work? B. Contractor Furnished Equipment/Vehicles: Does the offeror have
the ability to have the required vehicles available to start the
contract. Will the vehicles enable the contractor to meet all the
requirements specified in the SOO? C. Management and Organizational
Oversight: Has the offeror described how their company will
oversee,perform quality control and technically manage the contract to
insure all the requirements of the SOO are met? Past Performance will
be evaluated as follows: Has the offeror provided a complete history
of all government and non-government contracts for similar work:? Does
the offeror's history indicate offeror's experience and capability to
perform a contract of this size? Does his past performance illustrate
the knowledge and experience of working sludge removal services; Does
the contractor have knowledge/experience in removing sludge and
transporting and disposing sludge under various circumstances and
conditions. Price will be evaluated as to completeness, realism and
reasonableness. Additionally, each offeror shall include a completed
copy of the provision at FAR 52.212-3, Offeror Representations and
Certifications -- Commercial Items (JAN 1997). The clause at FAR
52.212-4, Contract Terms and Conditions-Commercial Items (Oct 1995) is
incorporated by reference and applies to this acquisition. The clause
at FAR 52.212-5, Contract Terms and Conditions Required to Implement
Executive Orders-Commercial Item (Jan 1996) is incorporated by
reference, however, for paragraph (b) only the following additional FAR
cited in the clause are checked and applicable to this solicitation:
numbers 2, 6, 7, 8.and (c)1 ); Wage Determination No.: 94-2079, Rev 7,
dated 06/27/1997 apply. Occupation Titles used are as follows: Laborer
$8.05 per hour; Truck Driver, Heavy Duty $10.70 per hour. 52.242-17
