issue a Best Value Request for Offers for replacing four existing air
handlers in Buildings 7 and 7A at the Lyndon B. Johnson Space Center.
This procurement is open to both large and small business and will
contain voluntary "Partnering provisions". This procurement is part of
the Small Business Competitiveness Demonstration Program and is being
conducted using the NASA Midrange procedures. The Standard Industrial
Classification Code for the procurement is 1711 and the small business
size standard is $7.0M average gross revenue for the last three fiscal
years. The project will require removal of the existing air handlers
with minor piping, ductwork and electrical modifications as required
for the installation of the new air handlers. The new air handlers will
have direct digital controls (DDC). All existing units will be
disassembled and demolished in sections which will pass through
existing doors, corridors, elevators, etc. All new equipment will be
fabricated in components which can pass through existing doors,
corridors, available space, etc. for assemble in each mechanical room.
Asbestos materials are present in these two buildings. There are five
chilled water units and one direct expansion unit using freeon. Size
of the units range from 3,000 to 40,000 cubic feet per minute (CFM).
There are two additive alternates included as part of this proposal.
Each additive alternate will consist of removing and installing a new
air handler. With the base bid and the two additive alternates there
are a total of six air handlers to be removed and replace. The new air
handling units will be installed during scheduled outages beginning at
5:00 p.m. on Friday and ending Monday at 6:00 a.m. The order of
magnitude for the procurement is $250,000 to $500,000 and the effort
shall be completed within 270 calendar days after notice to proceed.
The anticipated release date of the RFO is on or about November 12,
1997 with an anticipated offer closing date of on or about December 12,
1997. The firm date for receipt of bids or offers will be stated in the
RFO. All responsible sources are encouraged to submit an offer which
shall be considered by the agency. An ombudsman has been appointed --
