THIS IS A MARKET SURVEY WHERE THE GOVERNMENT IS SEEKING WRITTEN
INFORMATION ONLY. IN ORDER TO PROTECT THE PROCUREMENT INTEGRITY OF ANY
FUTURE PROCUREMENT, IF ANY, THAT MAY ARISE FROM THIS MARKET SURVEY,
INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN
AND NO APPOINTMENTS FOR PRESENTATIONS WILL BE MADE. The Naval
Facilities Engineering Service Center (NFESC) has been tasked to
investigate cleaning technologies for fabric rags, cloths and towels
used in naval industrial cleaning, maintenance and repair operations.
A 1996 study identified Navy wide costsin excess of $7 million for the
purchase of new rags and the disposal of used rags as hazardous waste.
To address this problem, many naval activities have initiated the
practice of using commercial laundering facilities for rag recycling.
As more activities initiate these recycling contracts, the overall
naval program costs will be reduced however, this is not the total
solution. In general, commercial laundry facilities are not equipped to
handle rags contaminated with RCRA controlled substances. Also for
remote activities, the option of using a commercial rag cleaner may not
be available. NFESC is seeking information from companies that
manufacture full scale industrial cleaning equipment suitable for use
on rags contaminated with RCRA controlled substances and suitable to be
operated in remote locations throughout the world. Also sought is
information on waste stream treatment equipment to be used in
conjunction with the cleaning system. All equipment must be safely
operable by semiskilled workers. NFESC is not seeking information on
bench scale, laboratory or pilot systems in this Sources Sought.
Respondents should provide the following information about their
cleaning technology: Name/address of company, company point of contact
with phone/fax number(email address if available), narrative
description of process, pretreatment requirements, a process flow
diagram, treatment capacity in pounds of rags cleaned per hour and
previous experience with cleaning RCRA controlled rags. In the process
narrative, NFESC is particularly interested in any information
relating to technological improvements which will lower operation and
maintenance costs. It is requested that all proprietary information
that is not to be disseminated in government documents be clearly
